LEGISLATIVE RESOLUTION honoring Colonel Annette Tucker Osborne upon the
occasion of her designation for special recognition by the Military and
Law Enforcement Veterans Association

WHEREAS, Members of the Armed Services from the State of New York, who
have served so valiantly and honorably in wars in which this country's
freedom was at stake, as well as in the preservation of peace in peace-
time, deserve a special salute from this Legislative Body; and
WHEREAS, It is the intent of this Legislative Body to commend those
who have served in times of active conflict, as well as those who have
served in times of peace; and
WHEREAS, This Legislative Body is justly proud to honor Colonel
Annette Tucker Osborne upon the occasion of her designation for special
recognition by the Military and Law Enforcement Veterans Association, to
be celebrated at its Veterans Breakfast on Friday, June 20, 2014; and
WHEREAS, The dedication and sacrifices of our military personnel
ensure our continued role as a Nation which embodies the ideals of
democracy, and is a defender of liberty for peoples throughout the
world; and
WHEREAS, Colonel Annette Tucker Osborne embarked on her military
career in August of 1984, and was commissioned as a Second Lieutenant,
Army Nurse and was assigned to the 307th General Hospital in New York,
New York; and
WHEREAS, Throughout her illustrious military career, Colonel Annette
Tucker Osborne has served in numerous capacities some of which include
Clinical Intensive Care Nurse 307th General Hospital, Medical Surgical
Nurse 344th Combat Support Hospital, Medical Nurse for MEDRETE Mission
in El Salvador, Officer in Charge, Trauma Training Program, Kings County
Hospital, and Executive Officer, Detachment 1 344th Combat Support
Hospital, Ft. Totten, Queens, New York; and
WHEREAS, Amongst countless awards and decorations, Colonel Annette
Tucker Osborne has earned the Army Reserve Component Achievement Medal
with four Oak Leaf Clusters, National Defense Service Medal with one
service star, Armed Forces Reserve Medal with silver hourglass, Army
Service Ribbon, and the Global War on Terrorism Medal; and
WHEREAS, Colonel Annette Tucker Osborne holds a Master's degree from
New School for Social Research Post Masters, Nurse Education from the
College of Mount Saint Vincent, Post Masters, Legal Nurse Consulting,
C.W. Post/LIU and is currently a Doctoral Candidate, 2017, University
of Phoenix; and
WHEREAS, As a civilian, Colonel Annette Tucker Osborne serves as
Senior Associate Director, Regulatory Affairs in the Office of Quality
Management at Harlem Hospital in New York; and
WHEREAS, Residents of this great State must never forget the courage
with which these men and women served their country, and must recognize
that no greater debt is owed than that owed to those who gave their
lives for their beloved Nation and to those who continue to be missing
in action; and
WHEREAS, Having exhibited their patriotism both at home and abroad,
these men and women demonstrated their love for their country and merit
forevermore, the highest respect of their State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Colonel Annette Tucker Osborne upon the occasion of her desig-

nation for special recognition by the Military and Law Enforcement
Veterans Association; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Colonel Annette Tucker Osborne.
