LEGISLATIVE RESOLUTION honoring Sergeant Major Frantz Metellus (Ret.)
upon the occasion of his designation for special recognition at the
Veteran's Breakfast on June 20, 2014

WHEREAS, Members of the Armed Services from the State of New York, who
have served so valiantly and honorably in wars in which this country's
freedom was at stake, as well as in the preservation of peace in peace-
time, deserve a special salute from this Legislative Body; and
WHEREAS, It is the intent of this Legislative Body to commend those
who have served in times of active conflict, as well as those who have
served in times of peace; and
WHEREAS, This Legislative Body is justly proud to honor Sergeant Major
Frantz Metellus (Ret.) upon the occasion of his designation for special
recognition at the Veteran's Breakfast on Friday, June 20, 2014; and
WHEREAS, Sergeant Major Frantz Metellus (Ret.) began his military
career on June 16, 1981 when he enlisted in the New York Army National
Guard; throughout his military career, this distinguished man has served
his country and provided leadership to his soldiers, serving in and
seeking positions of increasing responsibility in the United States and
Kuwait; and
WHEREAS, During Operation Iraqi Freedom, Sergeant Major Frantz Metel-
lus served in a variety of roles and duties for the forward-deployed
detachment of the 8th Medical Brigade, including security Non-Commis-
sioned Officer in Charge (NCOIC), physical security NCOIC, intelligence
NCOIC, and operations Sergeant Major for the Coalition Forces Land
Component Command Headquarters in Kuwait; and
WHEREAS, During his service in the New York Army National Guard, he
was an active participant in several state-ordered humanitarian missions
in response to natural disasters and civil emergencies throughout New
York State; and
WHEREAS, In March 2007, Sergeant Major Frantz Metellus was assigned to
the 4220th United States Army Hospital in Shoreham, New York, as its
Chief Clinical Non-commissioned officer (NCO) and as its senior enlisted
soldier, serving as the hospital commander's principal advisor on all
matters pertaining to enlisted soldiers; in this capacity he developed
curricula for Military Occupation Specialist (MOS) and Warrior Task
Training, NCO Professional Development, and mobilization readiness; and
WHEREAS, Sergeant Major Frantz Metellus' military education includes
attendance at the Academy of Health Science; completion of the Primary
Leadership Development Course, the Basic Non-Commissioned Officer
Course, the Advanced Non-Commissioned Officer Course, and the First
Sergeant Course; in June 2005 he graduated from the United States Army
Sergeants Major Academy; in addition, this committed soldier attended
and completed the Total Army Instructor Training Course and the Small
Group Instructor Training Course; and
WHEREAS, Sergeant Major Frantz Metellus earned an Associate of Science
in Radiologic Technology from New York City Technical College, a Bach-
elor of Science in Health Administration from Saint Joseph's College, a
Master of Science in Public Administration (MPA) from Marist College,
and a Doctorate in Public Administration (DPA) from Canbourne Universi-
ty, London, U.K.; he is currently enrolled in a doctoral program in
Organizational Leadership at North Central University; and
WHEREAS, Sergeant Major Frantz Metellus has received numerous military
awards and decorations for his distinguished service; these include the
Meritorious Service Medal, the Army Commendation Medal with 2 oak leaf
clusters, Army Achievement Medal, Army Reserve Components Achievement
Medal with 4 oak leaf clusters, National Defense Service Medal with

bronze service star, Global War on Terrorism Expeditionary Medal, Global
War on Terrorism Service Medal, Armed Forces Reserve Medal with mobili-
zation and silver hourglass devices, Non-Commissioned Officer Profes-
sional Development Ribbon with numeral 3, Army Service Ribbon, and Over-
seas Service Ribbon; he also earned Weapons Qualification Badges for
Grenade (Expert) and M-16 (Sharpshooter); and
WHEREAS, Sergeant Major Frantz Metellus is retired from his civilian
career as the Administrative Director of Radiology Department, Mount
Sinai Hospital of Queens; he is a Vice Chair of the Military/Law
Enforcement Veterans Association, a member of the American Healthcare
Radiology Administrators, and the American Society of Radiologic Tech-
nologists; and
WHEREAS, Residents of this great State must never forget the courage
with which these men and women served their country, and must recognize
that no greater debt is owed than that owed to those who gave their
lives for their beloved Nation and to those who continue to be missing
in action; and
WHEREAS, Having exhibited their patriotism both at home and abroad,
these men and women demonstrated their love for their country and merit
forevermore, the highest respect of their State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Sergeant Major Frantz Metellus (Ret.) upon the occasion of his
designation for special recognition; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Sergeant Major Frantz Metellus (Ret.).
