LEGISLATIVE RESOLUTION mourning the untimely passing and paying tribute
to the life and valiant service of Johnson City Police Officer David W.
Smith who died in the line of duty on March 31, 2014

WHEREAS, It is the custom of this Legislative Body to convey its grate-
ful appreciation and heartfelt regret in recognition of the loss of
courageous individuals who dedicated their purposeful lives and careers
to serve and protect; and
WHEREAS, This Legislative Body is moved to mourn the untimely passing
and to pay tribute to the life and valiant service of Johnson City
Police Officer David W. Smith of Binghamton, New York, who died in the
line of duty on March 31, 2014, at the age of 43; and
WHEREAS, David W. Smith graduated from Johnson City High School and
Broome Community College; he also attended Binghamton University; and
WHEREAS, A police officer for 18 1/2 years, David W. Smith also served
as treasurer of the Johnson City Police Association; he truly loved his
job, serving his community and the many friends he made throughout his
life; and
WHEREAS, In recognition of his exceptional service, Officer David W.
Smith was awarded a Certificate of Exceptional Valor in 2002; and
WHEREAS, Predeceased by his grandparents, Rex and Amy McConegly, and
Garland Smith, David W. Smith is survived by his parents, David and
Phyllis (McConegly) Smith Sr.; his wife, Christian, and son, Andrew;
brother, Stephen Smith (Alicia Riegles); nephews, Jaydon Smith and
Camryn Wilbur; grandmother, Rose Smith; mother-in-law, Joan Herko;
father-in-law, Carl (Linda) Herko; two sisters-in-law, Courtney Herko
and Heather Herko (Ryan Hensch); his aunts, Olive and Jerry Trask,
Susanne and Al Swackhammer, Jean and Frank Kee; and uncles, John and
Dianne McConegly, Ray and Cindy Smith, Mike and Bonnie Smith, Tim and
Judy Smith, John Chuckoloski, as well as many cousins; and
WHEREAS, Officer David W. Smith lived his life with great dignity and
genuine grace, always demonstrating a deep and continuing concern for
the welfare of others in the great State of New York; and
WHEREAS, A member of Sarah Jane Johnson United Methodist Church, Offi-
cer David W. Smith loved hunting and golfing; this remarkable man will
be remembered for his sense of humor, outgoing personality and warm
smile; and
WHEREAS, Officer David W. Smith made the ultimate sacrifice while
faithfully executing his responsibilities, serving with dedication,
loyalty and compassion; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to pay
tribute to the life of Johnson City Police Officer David W. Smith,
noting the significance of his contributions on behalf of the citizens
of this noble Empire State; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Johnson City Police Officer David W. Smith.
