LEGISLATIVE RESOLUTION commemorating the 75th Anniversary of the Cold
Spring Lions Club, and honoring Betty Budney upon the occasion of her
designation for special recognition on March 28, 2014
WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 75th Anniversary of the Cold Spring Lions Club, and honor
Betty Budney upon the occasion of her designation for special recogni-
tion, to be celebrated with a Gala Dinner and Dance on Friday, March 28,
2014, at the Dutchess Manor, Beacon, New York; and
WHEREAS, The Cold Spring Lions Club is part of the largest service
organization in the world; Lions Club International is an organization
deeply committed to meeting the challenges of public service; and
WHEREAS, The goal of the Cold Spring Lions Club and the entire Lions
Organization is to evaluate the needs within the community, without
regard to politics, religion or race, and to support humanitarian
projects in response to those needs; and
WHEREAS, Chartered in 1939, the Cold Spring Lions Club has been
actively serving the Philipstown community since its inception; and
WHEREAS, The Cold Spring Lions Club focuses its energies on various
community activities, and has been instrumental in the restoration of
the dock area, Tot Park, and the Haldane graduation knoll; the organiza-
tion also offered much needed assistance after Hurricanes Katrina and
Sandy; and
WHEREAS, In addition the Cold Spring Lions Club collects eye glasses,
assists less fortunate community members with eye exams and glasses, and
makes contributions to The Guiding Eyes for the Blind of Yorktown, Sight
First and other related organizations; and
WHEREAS, Lions are recognized worldwide for their service to the blind
and visually-impaired; this service began when Helen Keller challenged
the Lions to become her "knights of the blind in the crusade against
darkness" during the Lions' 1925 international convention; and
WHEREAS, The Cold Spring Lions Club sponsors the Children's Holiday
Wish List each year; this extraordinary program organizes many local
volunteers by making food baskets and delivering toys and clothes during
the holiday season; and
WHEREAS, Chair of the Children's Holiday Wish List, Betty Budney,
joined the Lions Club in 1989 and is one of the Club's first female
members; her ambition saw her lead the Lions as a past president of the
Club, and she has been awarded the Melvin Jones Fellowship award, the
highest honor the Lions Club International can bestow on a member; and
WHEREAS, Furthermore, Betty Budney is also the proud recipient of the
Woman of Distinction Award; and
WHEREAS, Betty Budney began serving as Councilwoman on the Philipstown
Town Board in 1989, and is the first woman to be elected to the Town
Board; in her 25 years as a member of the Town Board she served as the
board liaison to the Highway Department and Recycling Center, and has
taken a special interest in the upkeep and preservation of the Town's
cemeteries; and
WHEREAS, During this time, the Councilwoman was a member and past
president of the Cold Spring Lions Club, and has served as the chair of
the LionsSee Committee, Holiday Wish List Committee, and Food Basket for
the Needy Committee; and
WHEREAS, Along with her husband, the late Mackey Budney, and daugh-
ters, Lion Cathy Greenough, Mary Jo Knapp, and Denise Brewer, Betty
Budney gave tirelessly of her efforts and time to the Cold Spring Lions
Club; and
WHEREAS, Although recently retired, Betty Budney vows she will contin-
ue to serve the residents of Philipstown, New York; and
WHEREAS, It is the sense of this Legislative Body that when organiza-
tions and individuals of such noble aims and accomplishments are brought
to our attention, they should be celebrated and recognized by all the
citizens of this great Empire State; and
WHEREAS, The Cold Spring Lions Club is destined to continue its noble
mission of service to the community, and to the world, exemplifying the
ideals of Lions Club International for many years to come; now, there-
fore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 75th Anniversary of the Cold Spring Lions Club, and
honor Betty Budney upon the occasion of her designation for special
recognition on March 28, 2014; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the Cold Spring Lions Club and Betty Budney.
