LEGISLATIVE RESOLUTION honoring Con Edison researcher Rashal Mahamud
upon the occasion of his designation as recipient of the Technology
Transfer Award from the Electric Power Research Institute

WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Con
Edison researcher Rashal Mahamud upon the occasion of his designation as
recipient of the Technology Transfer Award from the Electric Power
Research Institute; and
WHEREAS, In metropolitan areas, stray voltage issues have become a
major concern, and many of these areas have large amounts of aging
underground and aboveground electrical distribution equipment in crowded
public spaces; a low rate of insulation failures or current leakage
could possibly result in hazardous exposure of the general public; in
New York City, Con Edison has had frequent incidents of stray voltage,
including a 2004 electrocution death of an individual; and
WHEREAS, A resident of Borough Park, Brooklyn, New York, Rashal Maha-
mud is an associate engineer in the Distribution Engineering Department
at Con Edison; he received the prestigious industry award for his work
on a project to make the delivery of electricity safer; he was recog-
nized by the Electric Power Research Institute (EPRI), a national energy
research organization; and
WHEREAS, Rashal Mahamud, who has worked for Con Edison since 2009,
worked with two colleagues on research into using smartphones and
tablets to detect dangerous stray voltage on city streets; it has been
determined that the faster a utility can find stray voltage, the faster
crews can make repairs, ensuring public safety; and
WHEREAS; A true asset to society, Rashal Mahamud's distinguished
record merits the recognition and respectful tribute of this Legislative
Body; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Con Edison researcher Rashal Mahamud upon the occasion of his
designation as recipient of the Technology Transfer Award from the Elec-
tric Power Research Institute; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Rashal Mahamud.
