LEGISLATIVE RESOLUTION honoring Mrs. Gloria Rosaline Prescod-Preudhomme
upon the occasion of her designation as recipient of the IBW Pan African
Legacy Award

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Mrs.
Gloria Rosaline Prescod-Preudhomme upon the occasion of her designation
as recipient of the IBW Pan African Legacy Award on November 17, 2012 in
Washington, D.C.; and
WHEREAS, Mrs. Gloria Prescod-Preudhomme is receiving this award for
her outstanding work on behalf of the IBW during its State of the Black
World Conference; and
WHEREAS, The IBW is committed to building the capacity of Black commu-
nities in the United States for social, political, economic and cultural
upliftment; in addition, it develops an enhanced quality of life for all
marginalized people; and
WHEREAS, Affiliated with numerous organizations and events, Gloria
Prescod-Preudhomme has been instrumental with the following: Brooklyn
CORE Demonstrations, the Ocean Hill-Brownsville Teachers, the Brooklyn
East Cultural Center, New York State Brooklyn Downstate Medical Center,
the 1972 Gary Convention, the 1963 March on Washington, and the Million
Family and Million Man Marches; and
WHEREAS, Mrs. Gloria Prescod-Preudhomme earned her B.S. degree from
Long Island University, and her M.A. degree from Brooklyn College; she
obtained a Doctor of Public Administration degree from New York Univer-
sity and completed a two-year course of study towards an Education Poli-
cy Certificate, Revson Foundation; and
WHEREAS, Having a career in state government, Mrs. Gloria Prescod-
Preudhomme served as the Deputy Commissioner in the New York State
Office of Children and Families for 12 years; as a member of the Divi-
sion's Executive Staff, she participated in and contributed to the
development of the agency's Master Plan in 1984, Implementation Plan
1985 - 1987, and the Plan Update from 1988 - 1994; and
WHEREAS, An ardent public speaker in schools, churches, and community
agencies on issues in government relating to children, youth and their
families, Mrs. Gloria Prescod-Preudhomme designed and implemented
program activities for the New York City site of the National Funding
Collaborative on Violence Prevention; she served as a consultant,
managed a city-wide project in collaboration with over 50 youth serving
agencies, and worked directly with faith, business, foundations, media,
and neighborhood organizations; and
WHEREAS, An accomplished author and publisher of several papers, jour-
nals and manuals, Mrs. Gloria Prescod-Preudhomme is the recipient of
various certificates and honors, including: Royal Art Honors from Oxford
and Cambridge University, London, England; New York State Permanent
Teachers License - Grades K through 12; New York State Teachers License
- French; selected in 1978 for WHO'S WHO OF AMERICAN WOMEN and in 1996
for the INTERNATIONAL WHO'S WHO OF PROFESSIONALS; and
WHEREAS, Since 1995, Mrs. Gloria Prescod-Preudhomme has successfully
implemented the Rites of Passage Program in the cities of Detroit, New
York, Philadelphia, Toronto and Miami; and
WHEREAS, A true asset to society, Mrs. Gloria Prescod-Preudhomme's
distinguished record merits the recognition and respectful tribute of
this Legislative Body; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Mrs. Gloria Rosaline Prescod-Preudhomme upon the occasion of her
designation as recipient of the IBW Pan African Legacy Award; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Mrs. Gloria Rosaline Prescod-Preudhomme.
