LEGISLATIVE RESOLUTION commending M. Tracey Brooks, Esq. for her years
of distinguished service as President/CEO of Family Planning Advocates
of New York State and Planned Parenthood Advocates of New York

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished citizens of this great Empire State who have devoted
themselves to faithfully serving the best interests of their community
and the needs of its residents; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend M.
Tracey Brooks, Esq. for her years of distinguished service as
President/CEO of Family Planning Advocates of New York State and Planned
Parenthood Advocates of New York, to be celebrated with a dinner held in
her honor, on Thursday, March 26, 2015, in The Albany Room, at the
Empire State Plaza, Albany, New York; and
WHEREAS, M. Tracey Brooks received her bachelor's degree in Sociology
in 1992 from LeMoyne College in Syracuse, New York, prior to earning her
Juris Doctor degree from the Albany Law School of Union University in
2000; and
WHEREAS, Upon graduating from law school, M. Tracey Brooks practiced
in both the public and private sectors; she also held the esteemed posi-
tion of Counsel to the New York State Assembly Judiciary and Codes
Committees; and
WHEREAS, From 1998-2002, M. Tracey Brooks served in the litigation
department of Hinman Straub where she was responsible for a wide range
of legal and policy-related issues; and
WHEREAS, M. Tracey Brooks served as the Regional Director for then-
Senator Hillary Rodham Clinton, ably assisting her in her work with
government, political, and community leaders within 15 counties in
Upstate New York; and
WHEREAS, She then went on to serve as both President and Chief Execu-
tive Officer (CEO) of the Family Planning Advocates of New York State
(FPA); she led this statewide coalition representing more than 125
civic, labor, religious, health, and human service agencies promoting
access to and affordability of comprehensive reproductive health care
services for women and families statewide; and
WHEREAS, As President and CEO of Planned Parenthood Advocates of New
York, M. Tracey Brooks was responsible for directing the political and
advocacy arm of Planned Parenthood; and
WHEREAS, In addition to her numerous titles, M. Tracey Brooks is a
member of the Board of Directors of the Tech Valley High School Founda-
tion; and
WHEREAS, Throughout her career, M. Tracey Brooks served Family Plan-
ning Advocates of New York State and Planned Parenthood Advocates of New
York with intelligence and caring dedication, continuously striving to
effectively fulfill the duties of her position; and
WHEREAS, Sincerely loved and greatly respected by all those with whom
she worked, M. Tracey Brooks will be remembered for her honesty, integ-
rity, keen sense of duty and ability to show a unique grasp of human
problems in her official acts; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which M. Tracey Brooks has displayed
throughout her professional career; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend M. Tracey Brooks, Esq. for her years of distinguished service as
President/CEO of Family Planning Advocates of New York State and Planned

Parenthood Advocates of New York, and to wish her continued success in
all her future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to M. Tracey Brooks, Esq.
