LEGISLATIVE RESOLUTION honoring Scott H. Perra, FACHE upon the occasion
of his designation as recipient of the 2014 Business Person of the Year
Award by the Greater Utica Chamber of Commerce
WHEREAS, It is the custom of this Legislative Body to honor those illus-
trious individuals and institutions of the State of New York whose
purposeful endeavors serve to enhance the quality of life in their
communities; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, it is the sense of this Legislative Body to commend
Scott H. Perra, FACHE upon the occasion of his designation as recipient
of the 2014 Business Person of the Year Award by the Greater Utica Cham-
ber of Commerce, to be celebrated at its Annual Membership Luncheon on
Wednesday, April 22, 2015, at Hart's Hill Inn in Whitesboro, New York;
and
WHEREAS, Scott H. Perra is the President/CEO of Mohawk Valley Health
System of Faxton St. Luke's Healthcare, St. Elizabeth Medical Center,
and all related corporations in Utica, New York; he will receive this
auspicious award for his professional behavior, corporate innovation,
and enduring commitment to his community; and
WHEREAS, Under the luminous direction of Scott H. Perra, Mohawk Valley
Health System (MVHS) is comprised of 573 acute care beds, 202 long-term
care beds, and over 50 locations in Oneida, Herkimer, and Madison Coun-
ties, serving a multi-county area of central New York; and
WHEREAS, MVHS is an integrated delivery system with 4,200 full time
employees; this worthy corporation has over 25,000 inpatient admissions
and 600,000 outpatient visits annually; and
WHEREAS, In 1985, Scott H. Perra joined St. Luke's-Memorial Hospital,
becoming the Executive Vice President/Chief Operating Officer in 1989;
he remained in this position through the Faxton Hospital and St.
Luke's-Memorial Hospital Center consolidation beginning in November of
1998, and was appointed as President/CEO in January of 2009; and
WHEREAS, Scott H. Perra received his Master of Science degree in
Management Science from the State University of New York at Binghamton,
and obtained a Bachelor of Science degree in Health Services Management
from the State University of New York College of Technology, Utica, New
York; in 2000, he was designated a Fellow in the American College of
Healthcare Executives; and
WHEREAS, In September 2012, Scott H. Perra was elected to the Medical
Liability Mutual Insurance Company Board; he is a member of the Board of
Directors of the Healthcare Association of New York State, and VHA
Empire Metro, and served as Chairman of the Iroquois Healthcare Associ-
ation, which covers 32 counties and 53 hospitals in upstate New York;
and
WHEREAS, Active in the Mohawk Valley, Scott H. Perra currently serves
as Chairman of Mohawk Valley Heart Institute, and is a member of the
Executive Committee of the Mohawk Valley EDGE Board of Directors, Excel-
lus Utica Regional Advisory Board, Audit and Compliance Committee for
the Community Foundation of Herkimer & Oneida Counties, Inc., and NBT
Bank's Mohawk Valley Advisory Board; and
WHEREAS, Previously, Scott H. Perra served on the ACHE Regents Advi-
sory Council and Professional Advisory Committee for the Health Services
Management Program at SUNY IT, and is the past Chairman of the Board of
Directors for St. Luke's Home; he also served as Treasurer of the Board
of Directors for Centrex Clinical Laboratories; and
WHEREAS, Scott H. Perra's previous board service includes the Board of
Directors and Finance and Executive Committees for Hospice Care, Inc.,
Mohawk Valley Advisory Board for Adirondack Bank, Oneida County School
and Business Alliance Board of Directors, and Grants Committee member of
the Community Foundation; and
WHEREAS, With his proven business leadership abilities and his evident
dedication to his community, Scott H. Perra is the quintessential
selection for the prestigious Business Person of the Year Award; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, it is appropriate to publicly proclaim and commend those individ-
uals for the edification and emulation of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Scott H. Perra, FACHE upon the occasion of his designation as
recipient of the 2014 Business Person of the Year Award by the Greater
Utica Chamber of Commerce; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Scott H. Perra, FACHE.
