LEGISLATIVE RESOLUTION honoring James Smith upon the occasion of his
designation as recipient of the 2015 Ruth & James Ottaway Medal by the
Orange County Citizens Foundation
WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, This Legislative Body is justly proud to honor James Smith
upon the occasion of his designation as recipient of the 2015 Ruth &
James Ottaway Medal by the Orange County Citizens Foundation to be cele-
brated at its Annual Dinner on Wednesday, May 6, 2015, at the Newburgh
Armory Unity Center, Newburgh, New York; and
WHEREAS, The Orange County Citizens Foundation is a non-profit organ-
ization dedicated to improving the lives of Orange County residents by
bringing people together to preserve the county's environmental and
cultural heritage; and
WHEREAS, The Ruth & James Ottaway Medal is given each year to an indi-
vidual who has displayed extraordinary achievement and outstanding
service to the community; and
WHEREAS, James Smith is the founder and President of Advance Testing,
a consulting construction materials testing laboratory which has
provided its clients with outstanding service in both field inspection
and laboratory analysis of construction materials since 1984; and
WHEREAS, Starting from humble beginnings, James Smith worked tireless-
ly to establish Advance Testing as a serious competitor for materials
testing and inspection contracts in the Mid-Hudson region; he has
strived to build a reputation for excellence as provider of responsive,
high quality services; and
WHEREAS, Today, Advance Testing operates a state of the art materials
testing facility in Campbell Hall with over 100 employees; its oper-
ations extend around the clock, both in the field and in the lab, to
support the needs of clients in the public and private fields; and
WHEREAS, James Smith has been called upon to contribute his time and
talents to countless civic and charitable endeavors and has always given
of himself unstintingly; he is a member of the Orange County Chamber of
Commerce, the Newburgh Rotary, the Hudson Valley Boy Scout Council, SUNY
Orange, Mount Saint Mary College and the Hudson Valley Economic Develop-
ment Corp.; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, James Smith has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which James Smith has displayed throughout
his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor James Smith upon the occasion of his designation as recipient of
the 2015 Ruth & James Ottaway Medal by the Orange County Citizens Foun-
dation; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to James Smith.
