LEGISLATIVE RESOLUTION commending Carolyn Frazier upon the occasion of
her designation for special recognition by the Vermont Business and
Professional Women Federation on May 1-3, 2015

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Carolyn Frazier upon the occasion of her designation for special recog-
nition by the Vermont Business and Professional Women Federation (BPW),
to be celebrated at its 90th Annual Convention May 1-3, 2015, at the
High Peaks Resort in Lake Placid, New York; and
WHEREAS, Carolyn Frazier is receiving this auspicious recognition for
her exemplary leadership role in the Vermont BPW Federation; and
WHEREAS, A middle school teacher at Massena Central School, Carolyn
Frazier serves as the Vermont Business and Professional Women State
President, a position she's held since 2014; and
WHEREAS, A previous member of the Massena BPW, Carolyn Frazier served
as past president of the New York State BPW; currently, she serves as a
member of the Champlain Valley BPW; and
WHEREAS, Founded on July 15, 1919, the National Federation of Business
and Professional Women's Club is a bi-partisan organization which
fosters the success of working women; throughout the years, three major
issues shaped the BPW's agenda including: elimination of sex discrimi-
nation in employment, the principle of equal pay, and the need for a
comprehensive equal rights amendment; and
WHEREAS, Today, BPW promotes full participation, equity, and economic
self-sufficiency for working women through advocacy, education, and
information; its objectives include: elevating the standards for women
in business and the professions, promoting the interest of business and
professional women, bringing a spirit of cooperation among businesses
and professional women of the United States, and extending opportunities
to business and professional women through education along the lines of
industrial, scientific, and vocational activities; and
WHEREAS, Under the luminous direction of Carolyn Frazier, the Vermont
BPW Federation covers Northern New York, Vermont, and members at large
in Connecticut and Pennsylvania; and
WHEREAS, Carolyn Frazier's evident commitment is to provide leadership
to the Vermont BPW Federation, and to help continue its noble mission of
advancing our society by ensuring women's access to opportunities by
aiding their entry into all fields of endeavor; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Carolyn Frazier upon the occasion of her designation for special
recognition by the Vermont Business and Professional Women Federation on
May 1-3, 2015; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Carolyn Frazier.
