LEGISLATIVE RESOLUTION honoring Dr. Megan E. McLaughlin upon the occa-
sion of her designation as recipient of the Dr. Mary Seacole Lifetime
Achievement Award by the Neighborhood Technical Assistance Clinic

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Dr.
Megan E. McLaughlin upon the occasion of her designation as recipient of
the Dr. Mary Seacole Lifetime Achievement Award by the Neighborhood
Technical Assistance Clinic, to be celebrated at its 8th Annual Gala, on
Tuesday, June 16, 2015, at Giando on the Water, Brooklyn, New York; and
WHEREAS, This auspicious award recognizes those remarkable individ-
uals, such as Dr. Megan E. McLaughlin, who have demonstrated a lifetime
of service as exemplified in the spirit and tradition of Dr. Mary Seac-
ole, whose life exemplified her passionate commitment for a just society
and her vision of a better world; and
WHEREAS, The 2015 Gala is entitled "A Salute to New York City's
Nonprofits and the Neighborhoods They Serve: Promoting Wellness and
Healthy Neighborhoods", which will bring together the city's borough
Presidents as Honorary Chairs, as well as nonprofit organizations,
funders and supporters; and
WHEREAS, Founded in 1998, the Neighborhood Technical Assistance Clinic
(NTAC) strengthens partnerships between communities and philanthropies;
its services build the capacity of New York City community-based and
faith-based organizations serving low income and service-deprived neigh-
borhoods through ongoing assessments which identify human, financial and
other necessary resources; and
WHEREAS, NTAC's services include Funding and Grantmaking Assistance,
Project Assistance and Consultation, Board Strategy and Consultation,
Meet the Grantmakers, Grant Writing 101, Marketing Outreach and Special
Events, Staff/Volunteer Training, Speakers and Trainers, and Continuing
Education; and
WHEREAS, Megan E. McLaughlin earned both her bachelor's and master's
degrees from Howard University, Washington, D.C.; she then furthered her
education by obtaining her doctorate from Columbia University School of
Social Work, and in 2014, she was inducted into its Alumni Hall of Fame;
and
WHEREAS, Dr. Megan E. McLaughlin has spent more than four decades
working in a variety of positions in the not-for-profit sector, includ-
ing direct practitioner, policy analyst, advocate, administrator and
teacher; for the past 12 years, she has been serving as a coach, and
policy strategist/management consultant for numerous charitable organ-
izations and mentors young professionals; and
WHEREAS, From 1972-1974, Dr. Megan E. McLaughlin was employed as a
Social Planner in the Office of the Prime Minister in Jamaica, West
Indies, where she provided leadership in formulating plans for youth,
community development, child welfare, and public assistance programs and
prepared papers for international forums; in addition, she held the
position of Counselor at both the SEEK Program and City College, and
served as a Psychiatric Social Worker at Harlem Hospital; and
WHEREAS, For nine years, Dr. Megan E. McLaughlin held the title of
Senior Program Officer at the New York Community Trust, the nation's
largest community foundation, providing grant support and technical

assistance to numerous grass roots, minority-led organizations and advo-
cated for more neighborhood based services; and
WHEREAS, Dr. Megan E. McLaughlin also worked as Field Work Instructor
at Columbia School of Social Work, where she developed the Center for
Community Planning and Consultation, a fieldwork program for students
pursuing a joint MSW/MBA; and
WHEREAS, Dr. Megan E. McLaughlin then went on to hold the esteemed
position of Executive Director/CEO of the Federation of Protestant
Welfare Agencies, Inc., a title she officially retired from after 17
dedicated years of service; and
WHEREAS, Under her luminous leadership, the Federation of Protestant
Welfare Agencies, Inc. became a powerful voice educating the public and
individual leaders about the need for social welfare services and advo-
cating with city and state governments for better and fairer allocation
of resources and more enlightened public social policies; and
WHEREAS, In addition, Dr. Megan E. McLaughlin guided the creation of
several broad-based coalitions, many of which continue today, and
created new services such as The Church Desk which provided critical
services to faith-based organizations; and
WHEREAS, Throughout her stellar career, Dr. Megan E. McLaughlin worked
effectively with various Commissioners, as well as City and State
elected officials to develop and implement social legislation; she also
served as a member of numerous committees, commissions, and taskforces;
and
WHEREAS, Furthermore, Dr. Megan E. McLaughlin was a highly sought
after speaker on welfare reform and child welfare, especially on the
relationship between poverty and child welfare; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Megan E. McLaughlin upon the occasion of her designation as
recipient of the Dr. Mary Seacole Lifetime Achievement Award by the
Neighborhood Technical Assistance Clinic; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Megan E. McLaughlin.
