LEGISLATIVE RESOLUTION honoring Dr. Marcella Maxwell upon the occasion
of her designation as recipient of The Honorable Dorothy I. Height Life-
time Leadership Award by the Neighborhood Technical Assistance Clinic

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Dr.
Marcella Maxwell upon the occasion of her designation as recipient of
The Honorable Dorothy I. Height Lifetime Leadership Award by the Neigh-
borhood Technical Assistance Clinic, to be celebrated at its 8th Annual
Gala, on Tuesday, June 16, 2015, at Giando on the Water, Brooklyn, New
York; and
WHEREAS, This auspicious award recognizes those remarkable individ-
uals, such as Dr. Marcella Maxwell, who have demonstrated a lifetime of
service as exemplified in the spirit and tradition of Dr. Dorothy Irene
Height, whose life exemplified her passionate commitment for a just
society and her vision of a better world; and
WHEREAS, The 2015 Gala is entitled "A Salute to New York City's
Nonprofits and the Neighborhoods They Serve: Promoting Wellness and
Healthy Neighborhoods", which will bring together the city's borough
Presidents as Honorary Chairs, as well as nonprofit organizations,
funders and supporters; and
WHEREAS, Founded in 1998, the Neighborhood Technical Assistance Clinic
(NTAC) strengthens partnerships between communities and philanthropies;
its services build the capacity of New York City community-based and
faith-based organizations serving low income and service-deprived neigh-
borhoods through ongoing assessments which identify human, financial and
other necessary resources; and
WHEREAS, NTAC's services include Funding and Grantmaking Assistance,
Project Assistance and Consultation, Board Strategy and Consultation,
Meet the Grantmakers, Grant Writing 101, Marketing Outreach and Special
Events, Staff/Volunteer Training, Speakers and Trainers, and Continuing
Education; and
WHEREAS, A native of Cleveland, North Carolina, Marcella Maxwell moved
to the New York City area at a young age; she was employed as a secre-
tary for the New York City Housing Authority until she decided to
further her education; and
WHEREAS, A recipient of a Ford Foundation Scholarship, Dr. Marcella
Maxwell earned both her bachelor's and master's degrees in Elementary
Education from Long Island University; she also received her Doctorate
in Educational Administration and Supervision from Fordham University;
and
WHEREAS, Throughout the years, Dr. Marcella Maxwell has held numerous
positions in the education field, including classroom teacher, college
professor and administrator; and
WHEREAS, During her years in the classroom, Dr. Marcella Maxwell was
selected to go to Puerto Rico to teach English as a second language;
upon her return, she trained teachers at Bank Street College of Educa-
tion; and
WHEREAS, For 13 years, Dr. Marcella Maxwell served as Dean of both
External Affairs and Adult and Continuing Education at Medgar Evers
College; today, she is still affiliated with the college, participating
on the Foundation Board; and

WHEREAS, Currently a Clinical Supervisor of Teaching Fellows at Brook-
lyn College, Dr. Marcella Maxwell is nurturing the next generation of
educators; she is involved in several outreach projects through her
membership in organizations, including the Greater New York Links, Delta
Sigma Theta Sorority, Inc. and the Women's Forum; and
WHEREAS, In addition, Dr. Marcella Maxwell has taken on citywide posi-
tions, such as Commissioner and Chair of Human Rights; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Marcella Maxwell upon the occasion of her designation as
recipient of The Honorable Dorothy I. Height Lifetime Leadership Award
by the Neighborhood Technical Assistance Clinic; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Marcella Maxwell.
