LEGISLATIVE RESOLUTION commending Al Samuels and Debra E. Boening upon
the occasion of their selection as Man and Woman of the Year at the
Lincoln Day Victory Ball

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend Al
Samuels and Debra E. Boening upon the occasion of their selection as Man
and Woman of the Year at the Lincoln Day Victory Ball, to be celebrated
on Saturday, May 2, 2015, at the Crown Plaza Hotel in Suffern, New York;
and
WHEREAS, Al Samuels and Debra E. Boening have given not only of their
time and energies but also of their competence, intelligence and leader-
ship and consequently have been designated for special recognition; and
WHEREAS, A dedicated advocate for business retention and growth in his
community, Al Samuels is the President and CEO of the Rockland Business
Association, and the Director of Leadership Rockland; and
WHEREAS, In addition, Al Samuels is a member of the Mid-Hudson
Regional Economic Development Council; and
WHEREAS, Debra E. Boening is the President and CEO of Oak Beverages
Incorporated, and the Vice Chair of the Rockland Business Association;
and
WHEREAS, A strong supporter of local businesses, Debra E. Boening is
also an Executive Member of the New York State Beer Wholesaler's Associ-
ation; and
WHEREAS, Throughout the entire period of their community service, a
period of constructive involvement, Al Samuels and Debra E. Boening have
stood constant in dignity, good grace and humor; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Al Samuels and Debra E. Boening upon the occasion of their
selection as Man and Woman of the Year at the Lincoln Day Victory Ball;
and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Al Samuels and Debra E. Boening.
