LEGISLATIVE RESOLUTION commending Chief Michael C. Biasotti upon the
occasion of his retirement after more than 37 years of distinguished
service to the Town of New Windsor Police Department

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote them-
selves to public service, demonstrating great courage and diligence in
providing for the care and welfare of the citizens of their communities
and this great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Chief Michael
C. Biasotti upon the occasion of his retirement after more than 37
years of distinguished service to the Town of New Windsor Police Depart-
ment to be celebrated at a retirement dinner held on Saturday, January
17, 2015, at Anthony's Pier 9, New Windsor, New York; he will officially
retire on January 30, 2015; and
WHEREAS, Michael C. Biasotti began his illustrious career with the
Town of New Windsor Police Department in March of 1977; and
WHEREAS, For over three decades, this esteemed officer has served and
protected his community while contributing to the common good; he has
received numerous commendations including the Police Medal of Honor,
Police Silver Star of Bravery, and Chiefs Achievement Award; and
WHEREAS, In addition, Chief Michael C. Biasotti is a Past President of
the New York State Association of Chiefs of Police; and
WHEREAS, Chief Michael C. Biasotti holds a Bachelor of Science Degree,
summa cum laude, in Criminal Justice from Mercy College; he is also a
1996 graduate of the Federal Bureau of Investigation's National Academy;
and
WHEREAS, Furthermore, Chief Michael C. Biasotti completed his Master
of Arts Degree in Security Studies from the United States Naval Post-
graduate School's Center for Homeland Defense; and
WHEREAS, The recipient of numerous academic honors, Chief Michael C.
Biasotti was awarded the American Academy for Professional Law Enforce-
ment's AAPLE Award for High Academic Achievement in Criminal Justice
studies; he was also honored with the Exemplary Achievement in Academics
and Leadership Award, as well as the Outstanding Thesis Award from the
Center for Homeland Defense; and
WHEREAS, Chief Michael C. Biasotti served his country proudly during a
fellowship with the United States Department of Homeland Security; he
was an integral part of the writing team supporting the implementation
of Presidential Policy Directive No. 8, which outlined the roles,
responsibilities and required tasks to prevent imminent acts of terror-
ism; and
WHEREAS, Michael C. Biasotti is also a nationally recognized subject
matter expert in the area of untreated severe mental illness and its
intersection with our nation's Criminal Justice System; and
WHEREAS, Subsequently, he has appeared on numerous nationally broad-
casted television and radio programs and has authored many widely-cited
articles and papers on the subject; and
WHEREAS, In March of 2014, Michael C. Biasotti testified as a subject
matter expert, before a Congressional Subcommittee on Oversight and
Investigations, at a hearing entitled, "Where Have All the Patients
Gone?"; and

WHEREAS, Chief Michael C. Biasotti's remarkable career of professional
and personal service to the Town of New Windsor, the State of New York
and the Nation, warrants the recognition and commendation of this Legis-
lative Body; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Chief Michael C. Biasotti upon the occasion of his retirement
after 37 years of distinguished service to the Town of New Windsor
Police Department; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Chief Michael C. Biasotti.
