LEGISLATIVE RESOLUTION commending Nolly Climes upon the occasion of his
designation for special recognition for his 22 years as Program Director
for Rehab Support Services by Helping Others Needing Our Resources on
May 21, 2015
WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Nolly Climes upon the occasion of his designation for special recogni-
tion for his 22 years as Program Director for Rehab Support Services to
be celebrated at Helping Others Needing Our Resources' Annual Dinner, on
Thursday, May 21, 2015, at the Falkirk Estate and Country Club, Central
Valley, New York; and
WHEREAS, Helping Others Needing Our Resources (HONOR) provides indi-
vidualized and integrated services to people who may be combating chemi-
cal dependency, in need of transitional housing, or requiring crisis
intervention; and
WHEREAS, The staff of HONOR is committed to reconstructing the self-
esteem, self-sufficiency, and dignity of our clients through access to
counseling, training in marketable employment skills, and above all,
nonjudgmental compassion and care; and
WHEREAS, Born and raised in La Republica Dominicana, Nolly Climes
earned his Bachelor's degree in Psychology from Mercy College, Dobbs
Ferry, New York, and then went on to receive his Master's degree in
Counseling Psychology from Marist College, Poughkeepsie, New York; and
WHEREAS, A licensed Mental Health Counselor, Nolly Climes taught at
Marist College for three years; currently, he holds the position of
Assistant Professor in the Behavior Science Department at SUNY Orange, a
title he has held for the last 10 years; and
WHEREAS, Since 1984, Nolly Climes has been working at Rehabilitation
Support Services (RSS), Inc. in various capacities, including the last
22 years as Program Director in Orange County; and
WHEREAS, Throughout the years, Nolly Climes has played a key role in
the expansion of RSS in both Orange and Sullivan Counties and his
programs have been recognized for providing quality and innovative
services to hundreds of individuals; and
WHEREAS, For the last 12 years, Nolly Climes has held the position of
President of the Joint Membership of Health and Community Agencies
(JMHCA); under his luminous leadership, membership has doubled and
Orange County was included in the Downstate rate for Supported Housing;
and
WHEREAS, In addition, JMHCA has partnered with the Orange County
Department of Mental Health and the Department of Social Services on
many projects and training, as well as with the Orange County Department
of Parks on the Community in Concert; and
WHEREAS, Nolly Climes has been called upon to contribute his time and
talents to countless civic and charitable endeavors and has always given
of himself unstintingly; and
WHEREAS, Nolly Climes also serves on numerous Boards of Directors
including the TIMES HERALD RECORD People for People Fund, Orange County
Department of Parks and Recreation, Orange County Office for the Aging,
Human Rights Commission, and the Cornell Cooperative Extension; and
WHEREAS, Moreover, Nolly Climes was a former member of the New York
State Office of Mental Health Multi-Cultural Advisory Committee, and the
TIMES HERALD RECORD Editorial Board; and
WHEREAS, For 22 years, Nolly Climes has served as a member of the
choir at the Church of the Assumption in Maybrook, New York; and
WHEREAS, When Nolly is not working or serving his community, he enjoys
listening to and playing music, reading Latin American literature,
watching baseball, and spending time with his family; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Nolly Climes has stood constant in
dignity, good grace and humor; and
WHEREAS, With him throughout have been his wife, Mary Flannery Climes,
and his daughter, Joan Dilia, all of whom feel privileged to be a part
of her life and rejoice in her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Nolly Climes has displayed through-
out his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Nolly Climes upon the occasion of his designation for special
recognition for his 22 years as Program Director for Rehab Support
Services by Helping Others Needing Our Resources on May 21, 2015; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Nolly Climes.
