LEGISLATIVE RESOLUTION honoring Scott Nelson Foster upon the occasion of
his designation as recipient of the Mona Ruth Brickman Artist of the
Year Award by the Albany Center Gallery on November 15, 2014

WHEREAS, It is the sense of this Legislative Body to call attention to
those individuals who serve to enhance the cultural enrichment of the
State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Scott Nelson Foster upon the occasion of his designation as recipient of
the Mona Ruth Brickman Artist of the Year Award by the Albany Center
Gallery which was celebrated at its annual Winter Gala on Saturday,
November 15, 2014; and
WHEREAS, Re-established in 2012, the Albany Center Gallery Artist of
the Year Award is presented in memory of Mona Ruth Brickman, a beloved
supporter of the arts and the Albany Center Gallery; and
WHEREAS, Scott Nelson Foster received his first instruction in drawing
and painting from his uncle, Roland Giampaoli, and from his grandfather,
Will Nelson, while growing up in Boise, Idaho; they taught him a variety
of expressive and tightly controlled watercolor techniques; and
WHEREAS, This esteemed man later studied with Jonathan Puls and Tyrus
Clutter at Northwest Nazarene University; and
WHEREAS, After graduating from Northwest Nazarene University, Scott
Nelson Foster pursued his Master's of Fine Arts at Utah State Universi-
ty; he experimented heavily with medieval and Renaissance methods of
painting, drawing on the experience of his professors and their love of
the physical process of painting; and
WHEREAS, Upon completion of his Master's of Fine Arts, Scott Nelson
Foster joined the faculty at Utah State University as a lecturer and
taught a variety of drawing and painting classes, including everything
from basic drawing and design to figure painting; and
WHEREAS, In 2010, Scott Nelson Foster left Utah to take up a post as
Assistant Professor of Studio Art at Siena College in Loudonville, New
York, where he continues to make outstanding contributions to the arts
community; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the vitality of our artistic communities and have shown a long
and sustained commitment to excellence certainly have earned the recog-
nition and applause of all the citizens of this great Empire State; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Scott Nelson Foster upon the occasion of his designation as recip-
ient of the Mona Ruth Brickman Artist of the Year Award by the Albany
Center Gallery; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Scott Nelson Foster.
