LEGISLATIVE RESOLUTION honoring Lewisboro Police Officer David Alfano
for his lifesaving actions

WHEREAS, The State of New York takes great pride in acknowledging its
esteemed residents who have distinguished themselves in their profession
and in their communities; and
WHEREAS, Lewisboro Police Officer David Alfano is being heralded after
saving the life of a 25-year old male overdose victim; and
WHEREAS, Officer Alfano was called to a residence on Oscaleta Road in
South Salem at 1:56 p.m. on February 19, 2015; and
WHEREAS, A father at this residence had found his 25-year-old son
unconscious and not breathing; and
WHEREAS, Officer Alfano, seeing the victim's eyes were restricted and
his face was blue, recognized the signs of a heroin overdose, and admin-
istered two milligrams of naloxone through the man's nostrils; and
WHEREAS, After a second administration of naloxone, the man's pulse
and shallow breathing slowly returned; and
WHEREAS, The victim was taken to Northern Westchester Hospital Center
and survived, thanks to the efforts of Officer Alfano; and
WHEREAS, Naloxone, commonly referred to as Narcan, is known to reverse
the effects of an overdose of opiates such as heroin; members of the
Lewisboro Police Department began carrying it in 2014; and
WHEREAS, Officer Alfano also serves his country with honor in the
United States Coast Guard and has been honored with the Coast Guard
Achievement Medal, two Commandant's Letter of Commendation Medals,
Global War on Terrorism Ribbon, Special Operations Ribbon, Transporta-
tion 9/11 Ribbon, and the Coast Guard Good Conduct Medal; and
WHEREAS, The quick thinking and prompt actions of Officer Alfano are a
tremendous inspiration to his fellow officers, and the State of New York
is proud to recognize his exemplary service; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Lewisboro Police Officer David Alfano; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Officer David Alfano.
