LEGISLATIVE RESOLUTION honoring John Frazer upon the occasion of his
designation as recipient of the George Warren Fuller Award by the Ameri-
can Water Works Association

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, John Frazer has given not only of his time and energies but
also of his competence, intelligence and leadership and consequently has
been designated for special recognition; and
WHEREAS, This Legislative Body is justly proud to honor John Frazer
upon the occasion of his designation as recipient of the George Warren
Fuller Award by the American Water Works Association celebrated at a
ceremony on Tuesday, April 14, 2015, in Saratoga, New York; and
WHEREAS, One of the most prestigious awards in the water industry, the
George Warren Fuller Award is presented to an American Water Works Asso-
ciation (AWWA) member whose distinguished service in the water field
exemplifies the lifetime achievements of George Warren Fuller; and
WHEREAS, An innovative force in the water treatment field, Latham
Water District Superintendent John Frazer is the 75th person in New York
State to receive the George W. Fuller award; and
WHEREAS, John Frazer has been a vital part of the Latham Water
District since 1995, serving as its Superintendent for the past 15
years; and
WHEREAS, During his illustrious 44 year career, John Frazer became
known for such outstanding achievements as building the first modern
water filtration plant and the first chlorination system to purify
drinking water; and
WHEREAS, In addition, John Frazer joined the Centennial Committee for
the New York Section of AWWA in 2004, and began working on the special
edition of the AWWA New York Section of AQUARIUS, the organization's
magazine; and
WHEREAS, John Frazer has been called upon to contribute his time and
talents to countless civic and charitable endeavors and has always given
of himself unstintingly; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, John Frazer has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which John Frazer has displayed throughout
his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor John Frazer upon the occasion of his designation as recipient of
the George Warren Fuller Award by the American Water Works Association;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to John Frazer.
