LEGISLATIVE RESOLUTION honoring Administrator John E. Garvey upon the
occasion of his retirement after 24 years of distinguished service to
Ontario County
WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Administrator John E. Garvey upon the occasion of his retirement after
24 years of distinguished service to Ontario County; and
WHEREAS, For over two decades, John E. Garvey has rendered faithful,
conscientious and valuable service to Ontario County; in his capacity as
County Administrator, he has served with loyalty, honor and distinction;
he will officially retire on October 2, 2015; and
WHEREAS, John E. Garvey earned his bachelor's degree in Political
Science from Ithaca College; he received his master's degree in Indus-
trial Labor Relations from Cornell University; and
WHEREAS, He furthered his education by attending the Senior Executive
Institution, at the University of Virginia; and
WHEREAS, From 1981-1984, John E. Garvey served as the Director of
Personnel at Finger Lakes Community College, Canandaigua, New York; and
WHEREAS, After leaving the college, John E. Garvey held the position
of Director of Employee Relations from 1984-1986 and subsequently Human
Resource Director for the Coleman Company from 1984-1990; and
WHEREAS, In 1990, John E. Garvey began to work for Hon Industries,
serving as Plant Manager for four years; and from March 17, 1994 to May
2, 2011, he held the title of Director of Human Resources; and
WHEREAS, In 1994, John E. Garvey then became the Director of Human
Resources for Ontario County from 1994-2011 and then became the Interim
Ontario County Administrator in May of 2011 before he was promoted to
the esteemed position of Ontario County Administrator, a title he will
hold until his retirement on October 2, 2015; and
WHEREAS, In this capacity, John E. Garvey was instrumental in the
completion of several very large projects in Ontario County including
joining the Rochester-Genesee Regional Transportation Authority, and
managing the Viticulture Construction Project in Geneva, New York, as
well as assisted and managed the first campus for the Finger Lakes
Community College in Geneva; and
WHEREAS, Moreover, John E. Garvey helped complete the sale of the
Ontario County Health Facility to the private sector; with the sale and
the savings, the county was able to increase funding for programs which
benefit senior citizens; and
WHEREAS, John E. Garvey also led Ontario County's Space Renovation
Project which removed an area in the County Municipal Complex within the
city of Canandaigua, New York, which in turn allowed for renovations for
court personnel in the Ontario County Courthouse, saving the taxpayers
money by not having to construct a new facility; and
WHEREAS, For his outstanding public service, John E. Garvey was the
recipient of the 1986-1987 Outstanding Service to the Community Award
from the Ontario County Board of Supervisors, and the New York State
Civil Service Commission President's Achievement in Administration Award
on June 6, 2006; and
WHEREAS, In his official acts, John E. Garvey was governed by a keen
sense of duty and always showed a unique grasp of human problems; and
WHEREAS, During his tenure with Ontario County, John E. Garvey earned
the admiration, esteem and affection of his colleagues; and
WHEREAS, With him throughout his life have been his wife Kate and
their two daughters Christine and Meghan, all of whom feel privileged to
be a part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor John E. Garvey upon the occasion of his retirement after 24 years
of distinguished service to Ontario County, and to wish him continued
success in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to John E. Garvey.
