LEGISLATIVE RESOLUTION mourning the death of Raymond P. Case, distin-
guished citizen and devoted member of his community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Raymond P. Case of Waverly, New York, died on Tuesday, Decem-
ber 8, 2015, at the age of 68; and
WHEREAS, Raymond P. Case distinguished himself in his profession and
by his sincere dedication and substantial contribution to the welfare of
his community; and
WHEREAS, He worked as a caseworker for Chemung County Department of
Social Services, rising to the positions of Director and Deputy Commis-
sioner until 1986, when he accepted a position as Commissioner of
Department of Social Services for Tioga County and retired from Tioga
County as Commissioner of Health and Human Services in 2002; and
WHEREAS, On September 11, 2012, Raymond P. Case was appointed to the
Tioga County Legislature, representing the Village of Waverly, to fill
an unexpired term; two months later, in November, he was successfully
elected to a new term; and
WHEREAS, Raymond P. Case's commitment to excellence, and his spirit of
humanity, carried over into all fields of enterprise, including charita-
ble and civic endeavors; and
WHEREAS, He served as Chairman of the Economic Development and Plan-
ning Committee, and as a Committee Member on the following Committees:
Information Technology, Administrative Services and Health and Human
Services; and
WHEREAS, In addition, Raymond P. Case took responsibility and served
as Deputy Chair for the Tioga County Legislature during the 2015 term;
he also faithfully served as a member of Catholic Charities Advisory
Board and Greater Valley Emergency Management Services; and
WHEREAS, Raymond P. Case is survived by his wife, Joan; his children,
Linda (Dave) Limoncelli, JoAnn (John) Valerius, Christine Gozza,
Michelle (Fernando) Garcia, Gina (Ed) Meyer, Sheila Burns, and Steven
(Kris) Case; 15 grandchildren, Andy, Adele, Rachel, Shea, Dominic,
Austin, Emma, Hannah, Brooke, Luke, Nick, Matt, Carter, Sydney, and
Jocelyn; two brothers, Frank (Dotty) Case, Paul (Trina) Case; one
sister, Darlene (Ken) Poormon; his sister-in-law Eileen (Pat) Pizza; and
numerous nieces, nephews and cousins; as well as his loyal companion,
Quinn; and
WHEREAS, Raymond P. Case cherished his time with his family and
friends; he will be remembered for his devotion to family and community;
and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Raymond P. Case leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Raymond P. Case, distinguished citizen and devoted
member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Raymond P. Case.
