LEGISLATIVE RESOLUTION honoring Gil Alba, incoming President of the
Associated Licensed Detectives of New York State
WHEREAS, It is the custom of this Legislative Body to honor and pay
tribute to those individuals whose commitment and professional talents
have contributed to the safety and well-being of their community and the
entire State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Gil
Alba, incoming President of the Associated Licensed Detectives of New
York State, to be celebrated at a swearing in ceremony on Thursday,
February 5, 2015, at the Old Castle Pub & Restaurant, located in New
York City; and
WHEREAS, The Associated Licensed Detectives of New York State (ALDO-
NYS) is New York's largest organization for licensed private investi-
gators and security service providers, whose membership represents
professionals with expert knowledge in a wide range of private security
specialties; and
WHEREAS, For more than 50 years, ALDONYS has worked on behalf of
licensed private investigators, agency licensees and security guard
films as an advocate for the industry by raising the standards and
skills of its members through education, improved standards and aware-
ness; and
WHEREAS, Gil Alba, a resident of New York State, attended Erie Commu-
nity College in Buffalo, New York, where he was granted an Associate's
degree in Metallurgy; he continued his education and attended Concordia
College in Bronxville, New York, where he earned a Bachelor's degree in
Behavioral Science, before enrolling at John Jay College of Criminal
Justice in New York City, where he received Professional Security
Management Certification in Criminal Justice; and
WHEREAS, Gil Alba had a distinguished career with the New York City
Police Department attaining the highest investigative rank, First Grade
Detective; he worked with the Major Case Squad and the FBI/NYPD Violent
Crime Task Force specializing in difficult and unusual cases; and
WHEREAS, The experience Gil Alba gained through diversified investi-
gations with the New York City Police Department includes Major Crimes
and High-Profile Investigations, Complex White Collar Crimes/Money Laun-
dering Investigations, Federal Task Force/Prosecution Investigations,
Kidnapping/Abductions, Missing Persons with Unusual Circumstances,
Racketeering Cases (State and Federal RICO), and Embezzlement; and
WHEREAS, A nationally known private investigator/security consultant,
in 1998, Gil Alba formed Alba Investigations Inc.; the owner and Presi-
dent of this private investigative firm is licensed by New York State,
the Department of State, and the Division of Licensing Services; in
addition, the company is bonded and insured; and
WHEREAS, Gil Alba has achieved significant results in matters of
corporate security, executive protection and loss prevention protocols
for businesses; he facilitated the rescue in a high profile kidnapping
case of Harvey Weinstein, and was instrumental in some of the arrest and
return of the $3 million ransom; he has obtained delicate and confiden-
tial information into the Art World, and acquired valuable knowledge
into the dealings with antiques and fake art works; and his investi-
gation of the Missing/Murdered Case of Kristine Kupka was listed by the
NEW YORK DAILY NEWS as one of the Top 10 Mysteries of New York City; and
WHEREAS, Gil Alba serves a consultant to monetary exchange companies
regarding money laundering and fraud; he has also investigated a sexual
harassment complaint for a corporation, providing a training program and
wrote a sexual harassment compliance manual in English and Spanish,
saving the company a potentially costly settlement; and
WHEREAS, Gil Alba served as the consultant for schools, colleges,
corporations, performing arts centers, and hospitals regarding the
development of Crisis Management and Business Continuity Plans; further-
more, he assists other private investigators and families of victims
across the country with the investigation of complicated unsolved, miss-
ing and cold cases; and
WHEREAS, Gil Alba has taught at Westchester Community College-Profes-
sional and Development with the course title being "Detective for a
Day"; and
WHEREAS, This esteemed man has been a Guest Speaker at John Jay
College of Criminal Justice in New York City, Concordia College in
Bronxville, New York, and the Learning Annex in New York City; he also
conducts seminars across the country in regards to helping families
solve cold cases and unsolved cases; and
WHEREAS, Gil Alba serves as the Security Director for summer day camp
(Camp Kiwi) which consists of over 800 children and 230 hired counse-
lors; it was at this Camp he developed evacuation plans, lost child and
intruder drills and a crisis management plan for emergencies, disasters,
terrorist threats and natural disasters; and
WHEREAS, Gil Alba was the recipient of the Investigator of the Year
Award by the Associated Licensed Detectives of New York State, an organ-
ization where he is a proud member; and
WHEREAS, Gil Alba is also an active member of The American Society for
Industrial Security, National Council of Investigation and Security
Services, and the New York City Retired Detectives Association; and
WHEREAS, Gil Alba is a frequent guest on "Fox News", "CNN", "MSNBC"
and other news networks for his expertise when disasters occur, such as
school shootings, mass shootings, missing persons and terrorist acts;
and
WHEREAS, Gil Alba has been featured in newspapers and other publica-
tions, and has appeared on national television shows such as "48 Hours",
"20/20", "America's Most Wanted", "CNN", "Fox News", "Court TV", and
"Westchester 12", as well as local news and cable programs; "MSNBC"
aired a one-hour documentary about his missing person cases; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all

the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Gil Alba, incoming President of the Associated Licensed Detectives
of New York State, and to recognize his outstanding achievements; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Gil Alba.
