LEGISLATIVE RESOLUTION commending Joseph S. Frandina upon the occasion
of his designation as recipient of the 2016 Engineering Manager of the
Year Award by the Erie Niagara Chapter of the New York State Society of
Professional Engineers

WHEREAS, It is the sense of this Legislative Body to recognize and
commend the leaders of commerce and industry whose accomplishments
contribute to the economic health and prosperity of the communities of
the State of New York, and whose purposeful endeavors as involved
members of the community serve to enhance the quality of life therein;
and
WHEREAS, Attendant to such concern and fully in accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Joseph S. Frandina upon the occasion of his designation as recipient of
the 2016 Engineering Manager of the Year Award by the Erie Niagara Chap-
ter of the New York State Society of Professional Engineers; and
WHEREAS, Joseph S. Frandina, who resides in Kenmore, New York, will be
honored at the Erie Niagara Chapter of the New York State Society of
Professional Engineers Annual Engineers Week Awards Banquet to be held
at the Grapevine Banquets in Depew, New York on Friday, February 26,
2016; and
WHEREAS, The New York State Society of Professional Engineers (NYSSPE)
Erie Niagara Chapter consists of engineering professionals, engineers in
training and engineering students from all disciplines and employment
sectors; it advocates licensure, promotes the ethical, competent and
lawful practice of engineering, and enhances the image and interests of
its members and the engineering profession; and
WHEREAS, The NYSSPE Erie Niagara Chapter is proud to recognize Joseph
S. Frandina for his outstanding, selfless dedication to the engineering
profession as well as improving his community with countless hours of
service; and
WHEREAS, Currently, Joseph S. Frandina holds the position of Director
of Construction Management for the Buffalo Bills; in this capacity, he
is responsible for the oversight of a significant upgrade to Ralph
Wilson Stadium using hundreds of local crafts personnel, as well as
continuing annual public improvements to the stadium for the duration of
the lease with Erie County; and
WHEREAS, Joseph S. Frandina started his illustrious engineering career
in 1977, working with several local engineering firms through the years,
and culminating with the Buffalo Bills organization; and
WHEREAS, The recipient of numerous local and state engineering awards,
Joseph S. Frandina has served his community with intelligence and caring
dedication, continuously striving to effectively fulfill the duties of
his position as an engineering professional; and
WHEREAS, With him throughout have been his family, all of whom feel
privileged to be a part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of noble aims and accomplishments are brought to our attention it
is appropriate to publicly proclaim and commend them for the edification
and emulation of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Joseph S. Frandina upon the occasion of his designation as
recipient of the 2016 Engineering Manager of the Year Award by the Erie
Niagara Chapter of the New York State Society of Professional Engineers;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joseph S. Frandina.
