LEGISLATIVE RESOLUTION mourning the death of Mark Herman, renowned
public servant, distinguished citizen, and devoted member of his commu-
nity

WHEREAS, It is the custom of this Legislative Body to mourn publicly the
death of certain prominent individuals whose valued contributions to
their community, their profession, and their heritage served to enhance
the quality of life in the State of New York; and
WHEREAS, Mark Herman, a longtime public servant and community leader,
died on Thursday, February 4, 2016, in Silver Lake, New York, at the age
of 82; and
WHEREAS, Mark Herman was born in 1933, in Brooklyn, New York; he grad-
uated from Erasmus Hall High School and received his bachelor's degree
from the University of Connecticut in 1955; and
WHEREAS, Stationed in England, Mark Herman proudly served his country
as a member of the United States Army during the Korean War; after his
discharge in 1957, he returned to the United States, working as a stock-
broker while earning his Master's degree in Business Administration at
night from Baruch College; and
WHEREAS, After retiring as an Off-Track Betting Branch Manager in
1995, Mark Herman was appointed in 2000 and served for several years as
a New York City Commissioner of Elections representing Staten Island;
and
WHEREAS, A longtime resident of Silver Lake, Mark Herman was dedicated
to serving his community; for 23 years, he participated on Community
Board 1, fulfilling several terms as Vice Chair; in addition, this
remarkable man served as a Little League manager, President of the
Silver Lake Civic Association for over 10 years, a docent with the
National Park Service at Fort Wadsworth, and a volunteer
mediator/arbitrator for the New York State Court System for two decades;
and
WHEREAS, An avid traveler and history buff, Mark Herman traversed the
United States by rail or car six times and visited all 50 states, 150
national parks, monuments, historic sites and battlefields; and
WHEREAS, A track and field enthusiast, Mark Herman attended nine
summer Olympic Games, from 1976 in Montreal, to 2008 in Beijing, and 10
Track and Field World Championships; he also served as an official at
countless Amateur Athletic Union competitions, including the United
States Indoor National Championships and the famed Millrose Games in
Madison Square Garden; and
WHEREAS, As a boy, Mark Herman loved watching the Brooklyn Dodgers
play at Ebbets Field ballpark; he also enjoyed rooting for the Jets and
the Mets; and
WHEREAS, A man of many interests, Mark Herman liked toiling in the
dirt, growing some of Staten Island's tastiest tomatoes, much to the
delight of neighbors, friends and family who benefitted from the annual
harvest; and
WHEREAS, Predeceased by his long-time partner, Robin Carey, Mark
Herman is survived by two sons, Robert and Michael; two daughters, Naomi
and Lisa; two sisters, Doris and Beverly Nieves, and four grandchildren,
Tejas, Elisa, David "Vladi", and Nora; as well as his former wife, Ann;
and
WHEREAS, Over a long and meritorious life of service on behalf of
others, Mark Herman was a man of action, of integrity, and of commit-
ment, whose true compassion was generously given to all who knew him;
and

WHEREAS, Mark Herman leaves behind a tremendous legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Mark Herman, renowned public servant, distinguished
citizen, and devoted member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Mark Herman.
