LEGISLATIVE RESOLUTION honoring Philip C. Kelly upon the occasion of his
designation as recipient of the 2016 George A. Cincotta Community
Service Award by HeartShare Human Services of New York

WHEREAS, It is the custom of this Legislative Body to acknowledge
outstanding individuals whose professional lives, personal endeavors,
and community service are an example and inspiration to their
colleagues, friends, and family; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Philip C. Kelly upon the occasion of his designation as recipient of the
2016 George A. Cincotta Community Service Award by HeartShare Human
Services of New York to be celebrated at its Spring Gala and Auction on
Wednesday, March 23, 2016, at the New York Marriott Marquis in New York
City; and
WHEREAS, The mission of HeartShare Human Services of New York is to
nurture and support, with dignity and respect, children, adults, and
families in order to expand opportunities and enhance lives; and
WHEREAS, Philip C. Kelly is receiving this auspicious award for his
devotion to his profession and sincere dedication and substantial role
as a community leader; he has continuously cast a positive impact on his
community and displayed an unbridled enthusiasm in all his professional
and civic endeavors; and
WHEREAS, Born and raised in Brooklyn, New York, Philip C. Kelly gradu-
ated from Poly Prep and earned his Bachelor's degree in Political
Science from Fordham University; and
WHEREAS, Throughout Philip C. Kelly's high school and college years,
he worked tirelessly at his family's catering facility, The El Caribe in
Mill Basin Brooklyn, where he learned the importance of hard work, dedi-
cation and sacrifice; and
WHEREAS, After several years of washing dishes, serving drinks, work-
ing in the kitchen and waiting on tables, Philip C. Kelly became
extremely knowledgeable about every facet of the catering industry;
today, he holds the esteemed position of Executive Director of The El
Caribe, where he takes great pleasure in hosting important occasions,
celebrations and charity events; and
WHEREAS, A resident of Belle Harbor, New York, Philip C. Kelly has
been an active member of the Bensonhurst Bayridge (Ben Bay) Kiwanis Club
for 15 years, serving as an officer of the club for three years and
holding the prestigious position of President from 2009-2010; and
WHEREAS, For the last decade, Philip C. Kelly has served as the Chair-
man of the Ben Bay Kiwanis Golf Outing; over the years, the proceeds
from the outings have generated significant funds which have been
distributed to various charities or to individuals experiencing severe
hardship or tragedy; and
WHEREAS, In addition, Philip C. Kelly has participated in the Lutheran
Medical Center's "Presidents Circle" which builds collaborative
relationships between local businesses and members of the community to
strengthen and improve health and wellness awareness; and
WHEREAS, This remarkable man also sits on the Board of Directors of
the Rockaway Little League, which affords hundreds of children the
opportunity to play baseball in a safe environment; as a member of the
Board, he strives to find ways to enable children to learn the princi-
ples of teamwork, discipline, dedication and sportsmanship; and
WHEREAS, For his steadfast and unremitting commitment to his communi-
ty, Philip C. Kelly has been the recipient of numerous awards and acco-
lades by The Brooklyn Borough President's office, the New York City

Council, the New York State Assembly and Senate, Catholic Charities, the
American Legion, the Boy Scouts of America, the United States Army, the
New York Police Department, the New York Fire Department, and the Commu-
nity Mayors, as well as The Curacao and Petite Martinique Action Commit-
tee; and
WHEREAS, Moreover, during the aftermath of Superstorm Sandy, Philip C.
Kelly, despite his own family's plight, organized volunteers and
provided free meals to his devastated community of Rockaway beach; he
also worked hand in hand with the Mayor's office to provide free Thanks-
giving meals for 3,000 displaced New York City Residents; and
WHEREAS, With him throughout has been his wife, Danielle, and his two
children, Julianna and Philip, Jr., all of whom feel privileged to be a
part of his life and rejoice in his accomplishments; and
WHEREAS, It the sense of this Legislative Body that those who enhance
the well-being and vitality of their community and have shown a long and
sustained commitment to excellence certainly have earned the recognition
and applause of all the citizens of this great Empire State; now, there-
fore, be it
RESOLVED, That this Legislative Body pause in deliberations to honor
Philip C. Kelly upon the occasion of his designation as recipient of the
2016 George A. Cincotta Community Service Award by HeartShare Human
Services of New York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Philip C. Kelly.
