LEGISLATIVE RESOLUTION congratulating Rachel Kelly upon the occasion of
receiving the Girl Scout Silver Award, Cadette Scouting's highest award
and Girl Scouting's second highest achievement on November 22, 2015
WHEREAS, Rachel Kelly was honored with the Girl Scout Silver Award,
Cadette Scouting's highest award and Girl Scouting's second highest
achievement; the ceremony was held on Sunday, November 22, 2015; and
WHEREAS, Rachel Kelly is a member of Girl Scouts Senior Troop 610 of
the Pine Bush community; and
WHEREAS, Girl Scouting has cultivated in our Nation's young people the
goals of building solid values of sisterhood and the importance of work-
ing with others, stimulating both mind and body, instilling pride, and
encouraging community service and success; and
WHEREAS, Girl Scouting has expanded the horizons of the countless
hundreds of thousands who have participated in Scouting programs which
have made Scouting an American and international institution; and
WHEREAS, 14 year-old Rachel Kelly completed many activities, including
a Silver Award community service project which she, along with fellow
Girl Scouts Isabella Sapio and Mya Karinchak, planned, developed and
executed; and
WHEREAS, As a result of their passion for tobacco control and smoke
free areas where kids are present, Rachel, Isabella and Mya worked with
Pow'r Against Tobacco, and proposed to the Town of Crawford Supervisor
and Town Board that the town parks go tobacco free; and
WHEREAS, Due to their hard work and logging in over 60 hours attending
community events to inform and educate the community about their
proposal, providing hand out information they made and seeking signa-
tures for support, the Town Board compromised and made an approval for
tobacco free areas within 50 feet of areas where children play to
include the playgrounds, ball fields, pavilions and also any town owned
building or structure; and
WHEREAS, These three girls were the driving force in creating this
new, and the first town law for 2015 which is also subjected to fines;
and
WHEREAS, The Silver Award is earned over a two-year period; it is
tangible evidence of Rachel Kelly's high character and commitment, and
is a harbinger of her future service to her community, New York State
and our Nation; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Rachel Kelly, recognizing her achievement in earning the
Girl Scout Silver Award, and wishing her much success, health and happi-
ness; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Rachel Kelly.
