LEGISLATIVE RESOLUTION honoring Phyllis Frisch upon the occasion of her
designation as recipient of the Susan Shpeen Memorial Award by the
Sidney Albert Albany Jewish Community Center

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Phyllis Frisch
upon the occasion of her designation as recipient of the Susan Shpeen
Memorial Award by the Sidney Albert Albany Jewish Community Center, to
be celebrated at its 16th Annual Pillars of the Community Awards Brunch
on Sunday, April 17, 2016, at Congregation Beth Abraham Jacob, Albany,
New York; and
WHEREAS, Each year, the Sidney Albert Albany Jewish Community Center
(JCC) presents this prestigious award to a JCC staff member or volunteer
who best embodies the values demonstrated everyday by its late Executive
Director, Susan Shpeen: devotion, enthusiasm and dedication to the
Center, its members and staff; and
WHEREAS, Phyllis Frisch began her illustrious career at the Albany JCC
in 1979, during which time she was hired to run the early childhood
division of the day camp and 3 year-old class; her indomitable spirit
and passion for educating children has left an indelible impression on
countless children throughout her tenure; and
WHEREAS, Phyllis Frisch has been instrumental in the development of a
curriculum for the organization's first Kindergarten program, and in the
creation of a lending library for three, four and five year-olds; she
also currently runs the QualityStars program, developing curriculum with
the teachers and serving as the Judaic specialist; and
WHEREAS, In addition, Phyllis Frisch established the Center's Birthday
Bag program, in which donated items are collected and put together into
birthday bags for homeless children who otherwise may not celebrate
their birthdays; the bags are given to the Albany food pantries and
distributed to sites in the Albany area; and
WHEREAS, With a steadfast and unwavering dedication to the Sidney
Albert Albany JCC, Phyllis Frisch is always thinking of ways she can
help improve programming, support teachers, and assist members; her love
and enthusiasm for the Center is truly evident each and every day in all
that she does; and
WHEREAS, With her throughout have been her husband of 37 years, Stev-
en, and her two sons, Adam (Stephanie) and Jared (Hanna), as well as her
granddaughter, Leena, all of whom feel privileged to be a part of her
life and rejoice in her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Phyllis Frisch has displayed
throughout her life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Phyllis Frisch upon the occasion of her designation as recipient

of the Susan Shpeen Memorial Award by the Sidney Albert Albany Jewish
Community Center; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Phyllis Frisch.
