LEGISLATIVE RESOLUTION commending Anita Skop upon the occasion of her
designation for special recognition by Housing and Family Services of
Greater New York, Inc. on June 16, 2016

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who would devote themselves to the welfare of the community and its
citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Anita Skop upon the occasion of her designation for special recognition
by Housing and Family Services of Greater New York, Inc. to be cele-
brated at its 26th Annual Awards Dinner on Thursday, June 16, 2016, at
Rex Manor, Brooklyn, New York; and
WHEREAS, For more than four decades, Housing and Family Services of
Greater New York, Inc., formerly known as Brooklyn Housing & Family
Services, has been assisting and educating tenants, building owners, and
community leaders; through its Tenant Committees, the organization has
successfully initiated building improvements and combated the deteri-
oration of housing stock in its Borough; and
WHEREAS, Since 1971, Housing and Family Services of Greater New York,
Inc. has strived to stabilize neighborhoods and preserve the quality of
housing in its community; during the last few years, it has expanded the
scope of its program dramatically, attempting to bond a newer, stronger
cooperation between tenants and building owners; and
WHEREAS, Anita Skop has served as the Community Superintendent for
District 15 in Brooklyn for the past six and half years and has been an
educator in the New York City school system for the past 31 years; and
WHEREAS, This remarkable woman has worked in a wide range of educa-
tional settings, having held teaching and leadership positions working
with early childhood, elementary and middle school educational programs,
as well as High School GED and ELL Adult Education venues; and
WHEREAS, Anita Skop received both her undergraduate and Professional
Certification degrees from Brooklyn College; she furthered her education
by obtaining her Master's degree in Special Education from Adelphi
University; and
WHEREAS, Anita Skop began her career as a parent volunteer who was
chosen to serve as a School Aide; using the money she earned in this
position, she completed her last 20 college credits and subsequently,
became employed as a first grade teacher at PS 199 in Brooklyn; and
WHEREAS, After teaching for nine years, Anita Skop was selected as the
1994 New York State Teacher of the Year and was the recipient of the
Reliance Award for Excellence in Education; and
WHEREAS, Two years after creating one of two citywide Elementary Globe
Centers for her school, Anita Skop was asked to serve as a District
Staff Developer, supporting teachers across the district in all areas of
the curriculum; and
WHEREAS, In January of 2001, Anita Skop became the Director of Litera-
cy for District 19 and in this capacity, provided professional develop-
ment for administrators and classroom educators in all aspects of
assessment and curriculum based instruction; and
WHEREAS, In addition, Anita Skop developed an interdisciplinary inter-
vention curriculum with a social studies focus to enhance the learning
of struggling students in the Saturday Academy program; and
WHEREAS, With the transition to Regions, Anita Skop was selected as a
Local Instructional Superintendent for Region 5 working with schools in

Districts 19, 23 and 27, by assisting in all areas of leadership to
enhance instruction, curriculum and school management; and
WHEREAS, Anita Skop also served as the Lead Senior Achievement Facili-
tator for the Knowledge Network for the Office of Accountability, help-
ing schools to develop teacher teams utilizing the Inquiry process
across the city and served as a Quality Reviewer for over eight years;
and
WHEREAS, This dedicated educator has been involved in many key educa-
tional initiatives throughout her career; she was a vital member of the
Chancellor's Committee to develop the Writing Initiative in 1994, and
also worked to develop the New York City English Language Arts Stand-
ards, as well as served as a New York representative at the Goals 2000
Conference in Washington, D. C.; and
WHEREAS, Moreover, Anita Skop served as a Fulbright Educator in India,
and as a member of the Channel Thirteen Master Teacher Program; for her
steadfast commitment to her profession, she was recognized as a NYCASCD
Distinguished Educator; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Anita Skop has displayed throughout
her life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Anita Skop upon the occasion of her designation for special
recognition by Housing and Family Services of Greater New York, Inc.;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Anita Skop.
