LEGISLATIVE RESOLUTION honoring Mary Beth Labate upon the occasion of
her designation as Distinguished Alumna in Public Administration and
Policy by Rockefeller College of Public Affairs & Policy
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Mary Beth
Labate upon the occasion of her designation as Distinguished Alumna in
Public Administration and Policy by Rockefeller College of Public
Affairs & Policy, to be celebrated at its Annual Alumni Dinner & Awards
Ceremony on Friday, May 13, 2016, at the New York State Museum, Albany,
New York; and
WHEREAS, Mary Beth Labate serves as Senior Advisor for Fiscal Policy
to the SUNY Chancellor, prior to which she served as Director of the New
York State Division of the Budget; and
WHEREAS, In her current capacity, Mary Beth Labate provides advice and
consultation to the Chancellor on fiscal opportunities and challenges
across the SUNY system, with the goal of meeting the Chancellor's
completion and access agendas; and
WHEREAS, As Director of the budget and previously as the division's
first Deputy Director, Mary Beth Labate was responsible for the overall
development and management of the State's fiscal plan, including over-
seeing the preparation of budget recommendations for all state agencies
and programs, economic and revenue forecasting, tax policy, fiscal plan-
ning, capital financing, and management of the state's debt portfolio;
and
WHEREAS, In addition, Mary Beth Labate was responsible for overseeing
budget negotiations which led to five on time budgets; and
WHEREAS, With more than 25 years of fiscal and public policy experi-
ence, Mary Beth Labate has also held leadership positions at the New
York State Office of Parks & Recreation and Historic Preservation, and
the New York State Division of Housing & Community Renewal; and
WHEREAS, Mary Beth Labate holds a Bachelor of Arts degree from the
University of Notre Dame and a Master's of Public Administration from
Rockefeller College of Public Affairs & Policy; she began her illustri-
ous career in public service as a public management fellow; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Mary Beth Labate upon the occasion of her designation as Distin-
guished Alumna in Public Administration and Policy by Rockefeller
College of Public Affairs & Policy; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Mary Beth Labate.
