LEGISLATIVE RESOLUTION commending the employees of the United States
Postal Service in Albany, New York, upon the occasion of hosting its
Memorial Day Ceremony, and paying tribute to postal employee William W.
Roylance, Sr. posthumously

WHEREAS, Since 1775, when the Continental Congress named Benjamin Frank-
lin the first Postmaster General, the United States Postal Service has
served as an important bind which holds our Nation, and its people,
together; and
WHEREAS, The vital work of the employees of the United States Postal
Service in Albany, New York, supports the growth of commerce in the
Capital Region, and most importantly, ensures the free flow of ideas and
information which is so essential to our democracy; and
WHEREAS, This Legislative Body is justly proud to commend the employ-
ees of the United States Postal Service in Albany, New York, upon the
occasion of hosting its Memorial Day Ceremony, and paying tribute to
postal employee William W. Roylance, Sr. posthumously; this auspicious
occasion will be celebrated on Friday, May 27, 2016, at Patriot's Way at
the General Mail Facility in Colonie, New York; and
WHEREAS, With their connection to so many area households and busi-
nesses, the employees of the United States Post Office in Albany, New
York, truly embody the dedication and selflessness of our nation's
letter carriers who perform their duties in good conditions and bad; and
WHEREAS, The late William W. Roylance, Sr. was a former Capital Region
postal employee who proudly served his country as a member of the United
States Navy during World War II; and
WHEREAS, Born in Saratoga Springs, New York, William W. Roylance, Sr.
attended Cohoes High School, and enlisted to proudly serve his country
as a member of the United States Navy; he served in the South Pacific on
the Island of Ie Jima as a signalman directing aircraft during take-off
and landing clearances from 1944-1946; and
WHEREAS, In recognition of his courageous service, William W.
Roylance, Sr. was awarded a Victory Medal (one star) and an Asiatic
Theater Medal; and
WHEREAS, After the completion of his military career, William W.
Roylance, Sr. returned home to finish his high school education, and
began working at Montgomery Ward and the A&P Bakery; and
WHEREAS, This esteemed veteran married Julia Merolle on April 8, 1951,
and together they were the proud parents of four sons, William Jr.,
Paul, Wayne and the late Scott Roylance; and
WHEREAS, In 1964, William W. Roylance, Sr. started his career with the
US Postal Service as a clerk; he retired after 26 years of loyal service
in 1990; and
WHEREAS, An avid reader and card player, William W. Roylance, Sr.
enjoyed numerous other hobbies, including writing and drawing; he was
also a dedicated volunteer in the soup kitchen at the former St.
Patrick's Church in Albany; and
WHEREAS, William W. Roylance, Sr. passed away at the age of eighty-
nine at Our Lady of Mercy Life Center on November 6, 2015, leaving
behind a legacy which will long endure the passage of time and will
remain as a comforting memory to all he served and befriended; and
WHEREAS, It is the sense of this Legislative Body that those individ-
uals and organizations who enhance the quality of life in their communi-
ty and have shown a long and sustained commitment to the maintenance of
high standards in their profession, certainly have earned the recogni-
tion and applause of all the citizens of this great Empire State; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend the employees of the United States Postal Service in Albany, New
York, upon the occasion of hosting its Memorial Day Ceremony, and paying
tribute to postal employee William W. Roylance, Sr. posthumously; and be
it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the employees of the United States Postal Service in Albany,
New York, and the family of William W. Roylance, Sr.
