LEGISLATIVE RESOLUTION honoring Joan Rhulen Farrow upon the occasion of
her induction into the Monticello Central School District Hall of
Distinction on November 2, 2014

WHEREAS, It is the sense of this Legislative Body to acknowledge
outstanding individuals whose professional lives, personal endeavors and
community service are an example and inspiration to their colleagues,
friends, and family; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Joan
Rhulen Farrow upon the occasion of her induction into the Monticello
Central School District Hall of Distinction, to be celebrated at its 2nd
Annual induction Ceremony on Sunday, November 2, 2014, at the Arnold
Packer Hughes Auditorium, Monticello High School, Monticello, New York;
and
WHEREAS, The Hall of Distinction was established in 2012 by the Board
of Education to honor highly successful graduates, former students and
former employees who have achieved distinction, outstanding accomplish-
ment, or have made a significant contribution within their school, fami-
ly, career, community and/or personal life; and
WHEREAS, Joan Rhulen Farrow is a Monticello Alumna, Class of 1946; a
successful businesswoman, philanthropist and benefactor for many
decades, she was instrumental in building her family's business, the
Rhulen Agency, into the 19th largest privately owned insurance agency in
the United States; and
WHEREAS, Among a small percentage of female Americans to be confirmed
and designated as an Underwriting Name at Lloyds of London, Joan Rhulen
Farrow helped found the Community Bank of Sullivan County, known as
Catskill Hudson Bank, where she served as Board Chairman for many years;
and
WHEREAS, Joan Rhulen Farrow's decades of community service include
more 20 years as a Trustee/Board of Director of Catskill Regional
Medical Center; she currently serves as Director of the Greater Hudson
Valley Health System, a merger of the Catskill and Orange County
Regional Medical Centers; and
WHEREAS, An avid volunteer, Joan Rhulen Farrow is the long-standing
President of the Catskill Regional Medical Center Foundation, the
fundraising arm of the hospital; she also served as Trustee/Board Member
of Sullivan County Community College, where a building and the board
room were named in her honor; and
WHEREAS, Joan Rhulen Farrow is the recipient of numerous awards and
accolades some of which include the Americanism Award of the Anti-Defa-
mation League, and Catskill Mountain Business Woman of the Year; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Joan Rhulen Farrow has displayed
throughout her life; and
WHEREAS, It is the practice of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Joan Rhulen Farrow upon the occasion of her induction into the
Monticello Central School District Hall of Distinction on November 2,
2014; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joan Rhulen Farrow.
