LEGISLATIVE RESOLUTION honoring Deputy Inspector Raymond Festino upon
the occasion of his retirement after 21 years of dedicated service to
the New York City Police Department on June 16, 2016

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote them-
selves to public service, demonstrating great courage and diligence in
providing for the care and welfare of the citizens of their communities
and this great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Deputy Inspec-
tor Raymond Festino upon the occasion of his retirement after 21 years
of dedicated service to the New York City Police Department, to be cele-
brated at a Farewell Party on Thursday, June 16, 2016, at Bay Ridge
Manor, Brooklyn, New York; and
WHEREAS, Born and raised in Jersey City, New Jersey, Raymond Festino
earned his Bachelor of Science degree in Criminal Justice from the State
University of New York (SUNY), and a Master's degree in Human Resources
Training and Development from Seton Hall University; and
WHEREAS, In June of 1995, Raymond Festino joined the New York City
Police Department (NYPD), beginning his illustrious career on patrol in
both the 1st and 9th Precincts in Manhattan; and
WHEREAS, Throughout his tenure, Raymond Festino was promoted to Detec-
tive Third Grade in September of 1999, Sergeant in August of 2000, Lieu-
tenant in December of 2003 and Captain in July of 2010; and
WHEREAS, From April of 2014 through March of 2016, Captain Raymond
Festino served as Commanding Officer of the 68th Police Precinct; and
WHEREAS, Captain Raymond Festino was then promoted to the esteemed
rank of Deputy Inspector; as the new Commanding Officer of Brooklyn
South's Detective Operations, he brings a wealth of experience to this
role; in addition to his service with the 1st and 9th Precinct, he has
served in the 77th, 81st, 62nd, and 67th Precincts, as well as in the
Narcotics Division, Patrol Borough Brooklyn North Street Crime Unit and
Patrol Borough Manhattan North; and
WHEREAS, This devoted public servant also held the position of
Commanding Officer of the 67th Precinct Detective Squad, Manhattan North
Specialty Units, and the Brooklyn/Queens Firearms Investigation Unit; in
this capacity, he was instrumental in running the largest illegal gun
trafficking case in NYPD history; and
WHEREAS, For his steadfast and unremitting commitment to his profes-
sion and community, Deputy Inspector Raymond Festino has been the recip-
ient of more than 100 Departmental medals; and
WHEREAS, With him throughout have been his wife of 15 years, Antoin-
ette, and his daughter, Gianna, both of whom feel privileged to be a
part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Deputy Inspector Raymond Festino upon the occasion of his retire-
ment after 21 years of dedicated service to the New York City Police
Department on June 16, 2016; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Deputy Inspector Raymond Festino.
