LEGISLATIVE RESOLUTION commending Senior Investigator Charles F. Torres
upon the occasion of his retirement after many years of dedicated
service to the New York State Police Department
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and
WHEREAS, The quality of life in these communities is largely reflec-
tive of the commitment and dedication demonstrated by members of the
agencies which serve to protect, preserve and maintain public order; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Senior Investigator Charles F. Torres upon the occasion of his retire-
ment after many years of dedicated service to the New York State Police
Department, to be celebrated with a Ceremony on Thursday, June 16, 2016;
and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; Senior Investigator
Charles F. Torres is one such individual; and
WHEREAS, For more than three decades, Charles F. Torres rendered
faithful, conscientious and valuable service to the New York State
Police Department; and
WHEREAS, Charles F. Torres began his career in law enforcement with
the New York State Police in September of 1985; throughout his illustri-
ous tenure, he climbed the ranks to become the Senior Investigator, the
esteemed position from which he will retire; and
WHEREAS, Promoted to Senior Investigator in 2005, Charles F. Torres
was assigned to the New York State Police Casino Unit at Batavia Downs
Racino, where he helped train the racino investigators and reviewed all
criminal arrests at the facility; and
WHEREAS, Since 2008, Senior Investigator Charles F. Torres has been
assigned to the Community Narcotics Enforcement Team (CNET) in Batavia,
where he supervises criminal investigations of narcotics related crime,
helping to keep drug related crime off the streets; and
WHEREAS, In addition to his experience, Senior Investigator Charles F.
Torres is a trained crisis intervention and hostage negotiator; and
WHEREAS, In his capacity as Senior Investigator, Charles F. Torres
served with loyalty, honor and distinction; and
WHEREAS, Senior Investigator Charles F. Torres has been the proud
recipient of numerous awards and accolades including, Mayoral Recogni-
tion for Outstanding Community Service, Community Service Award from
Back to Basics Ministries, Inc., Superintendent Letter of Commendation,
Drug Enforcement Agency Certificate of Appreciation, Erie County Legis-
lature's Certificate of Merit for Community Service, Amherst Police
Department Certificate of Recognition, Drug Enforcement Agency Regional
Award for Cooperative Law Enforcement, and the Federal Bureau of Inves-
tigation's Certificate of Appreciation; and
WHEREAS, Active within the community he so ably serves, Senior Inves-
tigator Charles F. Torres serves as a board member of both the Police
Athletic League and the Roswell Community Outreach Advisory Board; he is
also the past president and Vice President of the Puerto Rican and
Hispanic Day Parade of Western New York; and
WHEREAS, In his official acts, Senior Investigator Charles F. Torres
was governed by a keen sense of duty and always showed a unique grasp of
human problems, earning him the admiration, esteem and affection of his
fellow officers; and
WHEREAS, With him throughout have been his wife, Betty, and their son,
Christian, both of whom feel privileged to be a part of his life and
rejoice in his achievements; and
WHEREAS, It is appropriate to recognize and commend such outstanding
law enforcement officers as Senior Investigator Charles F. Torres for
their valued contributions to the community; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Senior Investigator Charles F. Torres upon the occasion of his
retirement after many years of dedicated service to the New York State
Police Department; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Senior Investigator Charles F. Torres.
