LEGISLATIVE RESOLUTION honoring Brigadier General Timothy E. Trainor,
Ph.D. upon the occasion of his retirement as Dean of the Academic Board
after many years of distinguished service to West Point Military Academy

WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed resi-
dents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Brigadier General Timothy E. Trainor, Ph.D. upon the occasion of his
retirement as Dean of the Academic Board after many years of distin-
guished service to West Point Military Academy, to be celebrated on June
24, 2016, in West Point, New York; and
WHEREAS, Brigadier General Timothy E. Trainor, the 13th Dean of the
Academic Board at West Point Military Academy, previously served as
Professor and Head of the Department of Systems Engineering at the
United States Military Academy; and
WHEREAS, In his capacity as Dean, Brigadier General Timothy E. Trainor
served with loyalty, honor and distinction, earning him the admiration,
esteem and affection of his colleagues; and
WHEREAS, Brigadier General Timothy E. Trainor graduated with a Bach-
elor of Science degree from West Point Military Academy in 1983, before
entering the Engineering Branch of the United States Army; and
WHEREAS, As an engineer officer, Brigadier General Timothy E. Trainor
served in operational assignments around the world including Germany,
Honduras, Fort Bragg, North Carolina, Fort Riley, Kansas, and Sarajevo,
Bosnia; and
WHEREAS, Deployed to Basrah, Iraq in the summer of 2007, Brigadier
General Timothy E. Trainor worked with the UK-led Provincial Recon-
struction Team in helping the provincial Iraqi leaders improve their
infrastructure revitalization plans; and
WHEREAS, Brigadier General Timothy E. Trainor has a Master's degree in
Business Administration from the Fuqua School of Business at Duke
University, and a Doctorate in Industrial Engineering from North Caroli-
na State University; he is a Fellow of the American Society of Engineer-
ing Management, and a member of the American Society of Engineering
Education; and
WHEREAS, Named the 2011 Engineering Manager of the Year by the Ameri-
can Society of Engineering Management, Brigadier General Timothy E.
Trainor is a Past President of Epsilon Mu Eta, the national Engineering
Management Honor Society; and
WHEREAS, Brigadier General Timothy E. Trainor was previously a member
of the Board of Fellows for the David Crawford School of Engineering at
Norwich University, and currently serves as a reaccreditation evaluation
team chair for the Middle States Commission of Higher Education; and
WHEREAS, Throughout his illustrious career, Brigadier General Timothy
E. Trainor taught courses in engineering management, systems engineer-
ing and decision analysis; as an analyst, he helped develop the Instal-
lation Status Report which provides the United States Army with a stand-
ardized means to assess infrastructure and environmental conditions on
installations to support resource allocation decisions; and
WHEREAS, Furthermore, this esteemed man has applied decision analysis
methods in completing an organizational analysis of the Army's Installa-
tion Management Agency and in assessing defense security cooperation
programs; and

WHEREAS, In his official acts, Brigadier General Timothy E. Trainor
was governed by a keen sense of duty and always showed a unique grasp of
human problems; and
WHEREAS, With him throughout have been his wife, Colonel Donna Brazil,
Ph.D., and their three children, Cory, Danny and Zach, all of whom feel
privileged to be a part of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the occurrence of such a compassionate blend-
ing of strength, leadership, intellect, and commitment as that demon-
strated by Brigadier General Timothy E. Trainor over a lifetime of
sacrifice and dedication to others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Brigadier General Timothy E. Trainor, Ph.D. upon the occasion of
his retirement as Dean of the Academic Board after many years of distin-
guished service to West Point Military Academy; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Brigadier General Timothy E. Trainor, Ph.D.
