LEGISLATIVE RESOLUTION honoring The Reverend Paul Angelicchio, Frederick
A. Normand, and Monsignor Francis Culkin posthumously upon the occasion
of their designation as recipients of a 2016 Francis J. Bellamy Commu-
nity Award
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, The Reverend Paul Angelicchio, Frederick A. Normand, and
Monsignor Francis Culkin have given not only of their time and energies
but also of their competence, intelligence and leadership and conse-
quently have been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor The Reverend
Paul Angelicchio, Frederick A. Normand, and Monsignor Francis Culkin
posthumously upon the occasion of their designation as recipients of a
2016 Francis J. Bellamy Community Award by the Francis J. Bellamy Awards
Committee, to be celebrated at its 4th Annual Awards Breakfast on
Friday, September 9, 2016, at The Beeches, Rome, New York; and
WHEREAS, The Francis J. Bellamy Community Awards were established in
2013 to recognize outstanding Rome citizens who exemplify the ideals of
Francis J. Bellamy, the author of the "Pledge of Allegiance," who was a
Rome native; and
WHEREAS, Reverend Paul Angelicchio, Fred Normand, and Monsignor Fran-
cis Culkin were chosen for this esteemed recognition for their unparal-
leled character, generosity, and positive influence they have had on the
community and its residents; and
WHEREAS, Native son and 1969 graduate of Rome Catholic High School,
Reverend Paul F. Angelicchio, returned to his home town, and began serv-
ing as the Pastor of St. John the Baptist Church and Transfiguration
Church, Rome, New York; and
WHEREAS, Prior to this position, Reverend Paul F. Angelicchio held
numerous pastoral leadership positions at various churches in Syracuse,
New York; and
WHEREAS, Born in Utica, New York, Frederick A. Normand retired in 1989
from Rome Lab where he worked as a Computer Scientist; since his retire-
ment, he has volunteered his time and energy to numerous volunteer
organizations including the Rome Capitol Theater, Rome Community Theater
and the Rome Historical Society; and
WHEREAS, In addition, Frederick A. Normand is a member of the Board of
Directors and holds the position of Chairman of the Grant Committee for
the Rome Community Foundation; and
WHEREAS, Born in Fulton, New York, Monsignor Francis Culkin happily
served as a priest for more than 70 years before his death on March 23,
2016, at the age of 101; and
WHEREAS, Throughout his distinguished career, Monsignor Francis Culkin
held the title of Episcopal Vicar for the Eastern Vicariate and was the
spiritual leader at four of the six area parishes during his career: St.
John the Baptist, St. Peter's, St. Mary's, all in Rome, and St. Joseph's
in Lee Center, New York; and
WHEREAS, Throughout the entire period of their community service, a
period of constructive involvement, Reverend Paul Angelicchio, Frederick
A. Normand, and Monsignor Francis Culkin have stood constant in dignity,
good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by individuals
for the benefit of others which Reverend Paul Angelicchio, Frederick A.
Normand, and Monsignor Francis Culkin have displayed throughout their
lives; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor The Reverend Paul Angelicchio, Frederick A. Normand, and Monsignor
Francis Culkin posthumously upon the occasion of their designation as
recipients of a 2016 Francis J. Bellamy Community Award; and be it
further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to The Reverend Paul Angelicchio, Frederick A. Normand, and to
the family of Monsignor Francis Culkin.
