LEGISLATIVE RESOLUTION commending Department Commander Frank J. Peters
upon the occasion of his designation for special recognition by the
Sullivan County American Legion on March 11, 2015

WHEREAS, Members of the Armed Services from the State of New York, who
have served so valiantly and honorably in wars in which this country's
freedom was at stake, as well as in the preservation of peace in peace-
time, deserve a special salute from this Legislative Body; and
WHEREAS, It is the intent of this Legislative Body to commend those
who have served in times of active conflict, as well as those who have
served in times of peace; and
WHEREAS, This Legislative Body is justly proud to commend Department
Commander Frank J. Peters upon the occasion of his designation for
special recognition by the Sullivan County American Legion on Wednesday,
March 11, 2015, to be celebrated at its Annual Dinner at the Eagle's
Nest in Bloomingburg, New York; and
WHEREAS, Chartered and incorporated by Congress in 1919 as a patriotic
veterans organization devoted to mutual helpfulness, the American Legion
is the nation's largest wartime veterans service organization, committed
to mentoring youth and sponsorship of wholesome programs in our communi-
ties, advocating patriotism and honor, promoting strong national securi-
ty, and continued devotion to our fellow service members and veterans;
and
WHEREAS, Raised in Staten Island, New York, Frank J. Peters of Travis,
New York, proudly served his country as a member of the United States
Navy, and later held the position of Ferry Boat Captain; and
WHEREAS, Frank J. Peters enlisted in the Navy in 1981 and served as an
Aviation Electrician aboard the USS Independence during both the Lebanon
and Grenada conflicts; and
WHEREAS, Later, while employed as a Captain with the Staten Island
Ferry, Frank J. Peters enlisted in the Navy Reserve, serving as both a
coxswain and small boat operator for Mobile Inshore Undersea Warfare
Unit 204, stationed at Fort Dix, New Jersey; and
WHEREAS, Frank J. Peters was the recipient of numerous military awards
and accolades including the Naval Unit Commendation, Battle "E" Ribbon,
two Navy Expeditionary Medals, and the Armed Forces Expeditionary Medal;
he was also awarded the New York State Conspicuous Service Star and the
New York State Medal of Merit for conspicuous service with a decorated
military unit in direct support of combat operations; and
WHEREAS, In addition, Frank J. Peters was awarded the United States
Department of Transportation 9/11 Medal for meritorious service as
Captain of Ferry Boat John F. Kennedy following the attacks on the World
Trade Center on September 11, 2001; he also received an Outstanding
Citizen Citation for his work on behalf of veteran and community organ-
izations; and
WHEREAS, An active member of the American Legion, Frank J. Peters is a
25-year member of Gold Star Post 1365; he has held numerous local, state
and national posts including: Post Commander, Richmond County Commander
and 2nd District Commander; and
WHEREAS, This remarkable individual was a member of both the Depart-
mental Public Relations and Legislative committees, and President of the
New York American Legion Press Association; and
WHEREAS, Frank J. Peters also participated on the National Legislative
Council, National Security Commission, and the Aerospace Committee, as
well as serving as a delegate to both state and national conventions;
and

WHEREAS, Furthermore, Frank J. Peters was a member of the Public
Service Committee of the Travis Community Board, and a past President of
the Travis Civic Association; and
WHEREAS, With him throughout have been his wife, Mary, and their two
daughters, Mary Margaret and Emily Frances, all of whom feel privileged
to be a part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Department Commander Frank J. Peters upon the occasion of his
designation for special recognition by the Sullivan County American
Legion on March 11, 2015; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Department Commander Frank J. Peters.
