LEGISLATIVE RESOLUTION mourning the death of Richard E. Bolton, distin-
guished citizen and devoted member of his community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Richard E. Bolton of Little River, South Carolina, and
formerly of Hague, New York, died on Thursday, February 19, 2015, at the
age of 88; and
WHEREAS, Born on February 2, 1927, in Hague, Richard E. Bolton was the
son of Harry B. Havens and Pauline Bolton; he was adopted by his grand-
parents, Richard J. and Mame Bolton in 1935; and
WHEREAS, After graduating from Hague High School in 1944, Richard E.
Bolton attended Champlain College in 1949, and Siena College in 1951;
and
WHEREAS, Richard E. Bolton distinguished himself in his profession and
by his sincere dedication and substantial contribution to the welfare of
his community; and
WHEREAS, For 29 years, Richard E. Bolton served the International
Paper Company with loyalty, honor, and distinction, until his retirement
as Department Superintendent; and
WHEREAS, Richard E. Bolton's commitment to excellence, and his spirit
of humanity, carried over into all fields of enterprise, including char-
itable and civic endeavors; and
WHEREAS, Despite his busy schedule, Richard E. Bolton contributed
seven terms as a member of the Warren County Board of Supervisors, and
two terms as Board Chairman; and
WHEREAS, In addition, Richard E. Bolton was a member of the Board of
Directors for the Supervisors and County Legislators Association from
1983 to 1988, and served as the third Vice President of the organization
in 1991; he also served as a member of the Lake George Park Commission
and Chairman of the Glens Falls Transportation Council; and
WHEREAS, Committed to giving back to his community, Richard E. Bolton
was a past Commander of the American Legion, President of the Hague Fish
and Game Club, Warren County Conservation Council, and the Hague Chamber
of Commerce; furthermore, he was a vestryman of the Episcopal Church and
a charter member of the Hague Fire Department; and
WHEREAS, An avid golfer for more than 50 years, Richard E. Bolton's
many accomplishments on the greens include becoming Club Champion at the
Ticonderoga Country Club and Cypress Bay Country Club, winning the gold
medal in golf at the 1992 Empire State Games, and finishing third in the
1995 World Amateur Championships; and
WHEREAS, Predeceased by his loving wife of 64 years, Penelope, Richard
E. Bolton is survived by his five children, Richard Jr. (Sharon),
Stephen (Jennifer), Terence (Pamela), Katherine, and Elizabeth (Frank);
as well as his five grandchildren, Collin, Erin, Haley, Corinne, and
Joseph; and
WHEREAS, Armed with a humanistic spirit, and imbued with a sense of
compassion, Richard E. Bolton leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Richard E. Bolton, distinguished citizen and devoted
member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Richard E. Bolton.
