LEGISLATIVE RESOLUTION memorializing Governor Andrew M. Cuomo to declare
February 25, 2015, as Spay Day in the State of New York, in conjunction
with the observance of World Spay Day

WHEREAS, It is the sense of this Legislative Body to recognize and
appreciate the service, companionship, loyalty and happiness pets bring
to the lives of their owners; and
WHEREAS, This Legislative Body is justly proud to memorialize Governor
Andrew M. Cuomo to declare February 25, 2015, as Spay Day in the State
of New York, in conjunction with World Spay Day; and
WHEREAS, Pets provide companionship in more than 71 million United
States households, and studies have shown owning a pet can provide a
variety of health benefits; and
WHEREAS, Humane societies and animal shelters have to put down
millions of cats, dogs, rabbits and other animals each year, many of
whom are healthy and adoptable, due to a lack of critical resources and
public awareness; and
WHEREAS, This tragic overpopulation of pets costs citizens and taxpay-
ers of this country millions of dollars annually through animal service
programs aimed at coping with the millions of homeless animals; and
WHEREAS, Spaying and neutering has been shown to dramatically reduce
the overpopulation of pets and feral cats, proving to be a wise invest-
ment in saving animal lives and taxpayer dollars; and
WHEREAS, Veterinarians, national and local animal protection organiza-
tions, and private citizens are working together to educate the public
about spay and neuter programs and offering financial assistance; and
WHEREAS, Many shelters and organizations throughout the State of New
York have volunteered their efforts to join together in order to advo-
cate the spaying and neutering of their pets on "Spay Day"; now, there-
fore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to declare February 25, 2015, as
Spay Day in the State of New York, in conjunction with the observance of
World Spay Day; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to The Honorable Andrew M. Cuomo, Governor of the State of New
York.
