LEGISLATIVE RESOLUTION honoring Barry B. Perlman, M.D. upon the occasion
of his retirement as Medical Director and Chair of the Department of
Psychiatry at St. Joseph's Medical Center after many years of distin-
guished service
WHEREAS, It is the sense of this Legislative Body to recognize that the
quality of life in the communities across this great State of New York
is enriched by the diligence and compassionate commitment of those indi-
viduals whose singular purpose is the care and welfare of others; and
WHEREAS, In the faithful performance of his duties and responsibil-
ities, Dr. Barry B. Perlman's ongoing efforts and notable achievements
have significantly contributed to bettering the quality of life in his
community; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Barry B. Perlman, M.D. upon the occasion of his retirement as Medical
Director and Chair of the Department of Psychiatry at St. Joseph's
Medical Center after many years of distinguished service, to be cele-
brated on Thursday, January 15, 2015; and
WHEREAS, Born January 16, 1945, in New York, New York, Barry B. Perl-
man graduated from the University of Wisconsin with Honors in 1967; he
went on to earn his Medical degree from Yale University in 1971; and
WHEREAS, Since 1981, Dr. Barry B. Perlman, a Board-Certified Psychia-
trist, has led St. Joseph's Medical Center Department of Psychiatry,
which is one of the largest behavioral health providers in New York
State, offering a comprehensive array of outpatient and inpatient mental
health services, addiction treatment programs and crisis services
through its two campuses in Yonkers and Harrison, New York; and
WHEREAS, Throughout his 34-year tenure, he continuously displayed
initiative and an unrelenting commitment when pursuing the highest of
goals, and he has served as a role model of leadership to be emulated by
all; and
WHEREAS, A Clinical Associate Professor of Psychiatry at New York
Medical College since 1991, Dr. Barry B. Perlman has also held a variety
of other academic appointments and teaching positions through which he
has educated and prepared generations of psychiatrists for practice to
provide quality care and treatment; and
WHEREAS, In addition to his current positions, Dr. Barry B. Perlman
has served in numerous leadership roles throughout his illustrious
medical career including, President of the New York State Psychiatric
Association, as well as both President and Councilor of the New York
Regional Chapter of the American Association of Psychiatric Administra-
tors; and
WHEREAS, Dr. Barry B. Perlman has served as Chairman of the New York
State Mental Health Services Council, and as a member of the New York
State Hospital Review and Planning Council, both of which were positions
appointed by the Governor; he was also a member of the New York State
Mental Health Planning Advisory Council's Task Force on Acute Inpatient
Care, and the New York State Office of Mental Health Hudson River
Regional Advisory Group on Needs Assessment Methodology; and
WHEREAS, The recipient of countless awards and accolades, Dr. Barry B.
Perlman was the first-ever recipient of the American Psychiatric Associ-
ation's (APA) Ronald A. Shellow Award in 2006, bestowed to him for
contributions to the Assembly of the APA during his 18 years as a dele-
gate; and
WHEREAS, Dr. Barry B. Perlman has authored and co-authored numerous
publications in a number of scholarly journals, including YALE JOURNAL
OF BIOLOGY AND MEDICINE, JOURNAL OF AUTISM AND CHILDHOOD SCHIZOPHRENIA
and the AMERICAN JOURNAL OF PUBLIC HEALTH; he has also served on the
editorial boards of YALE JOURNAL OF BIOLOGY AND MEDICINE, THE NEW PHYSI-
CIAN, and PATIENT'S DIGEST; and
WHEREAS, Active within the community he so ably serves, Dr. Barry B.
Perlman has been the Secretary of Mental Health News Education, Inc.
since 2005, and has served on the Board of Directors of MENTAL HEALTH
NEWS, now known as BEHAVIORAL HEALTH NEWS, since 2002; and
WHEREAS, It is the custom of this Legislative Body to commend individ-
uals whose professional commitment and dedication enhance the excellence
of health care in their community and the great State of New York; and
WHEREAS, Throughout his career, Dr. Barry B. Perlman has served his
patients with compassion and care; he has contributed to the maintenance
and enhancement of the highest professional standards, sharing with
others his knowledge and expertise, as well as his dedication and
commitment to quality health care; and
WHEREAS, In completing his service as the Medical Director and Chair
of the Department of Psychiatry at St. Joseph's Medical Center, Dr.
Barry B. Perlman leaves behind more than mere bricks and mortar, he
leaves behind an indelible legacy evidenced by the patients, psychia-
trists and community he has so selflessly served which provides inspira-
tion for future generations; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Barry B. Perlman, M.D. upon the occasion of his retirement as
Medical Director and Chair of the Department of Psychiatry at St.
Joseph's Medical Center after many years of distinguished service; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Barry B. Perlman, M.D.
