LEGISLATIVE RESOLUTION honoring Fred Miers upon the occasion of his
designation as recipient of the Distinguished Citizen Award by the Boy
Scouts of America on May 12, 2016

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Fred
Miers upon the occasion of his designation as recipient of the Distin-
guished Citizen Award by the Boy Scouts of America, to be celebrated at
its 31st Annual Distinguished Citizen of the Year Dinner on Thursday,
May 12, 2016, at the Canasawacta Country Club, Norwich, New York; and
WHEREAS, Fred Miers is receiving this auspicious award for his sincere
dedication and substantial role as a community leader; he has contin-
uously cast a positive impact on his community and displayed an unbri-
dled enthusiasm in all his civic endeavors; and
WHEREAS, A lifelong resident of Chenango County, Fred Miers was the
eldest of four sons born to the former Elinor Barnes and Charles O.
Miers; and
WHEREAS, Fred Miers graduated from high school in 1958, where he
served as Vice President of his senior class and co-Captain of his 1957
football team; and
WHEREAS, After attending the State University of New York (SUNY) at
Plattsburgh, Fred Miers entered the United States Marine Corps, proudly
serving his country for three years before being honorably discharged in
1964; and
WHEREAS, He then joined Chenango Savings and Loan Association; after
attending the Executive School of Banking at the University of Connecti-
cut, Fred Miers was elected both President and Director of the Associ-
ation in 1969; and
WHEREAS, Fred Miers continued in that position after his company
merged and became Astoria Federal Savings in 1985; after 35 years of
distinguished service, he officially retired in 1999; and
WHEREAS, Throughout his stellar banking career, Fred Miers served as
President of the Savings and Loan League of Central New York, and Direc-
tor of the Savings and Loan League of New York State; for his role as an
outstanding executive of a smaller Savings and Loan in New York State,
he was the first recipient of the Zelmer Award; and
WHEREAS, Dedicated to the community in which he lives, Fred Miers has
held numerous leadership positions at various organizations including
President and Campaign Chairman of the United Way, Director and Treasur-
er of the Norwich Business Improvement District, President of the
Norwich Family YMCA; today, he serves as Chairman of Board of Trustees
of the Norwich Y, Chairman and Campaign Chairman of the Chenango Memori-
al Hospital Foundation, and Trustee of the Greater Norwich Foundation,
as well as Director and Treasurer of the Chenango Valley Home; and
WHEREAS, In addition, Fred Miers is a vital member of the Norwich High
School Sports Hall of Fame Committee, the City Planning Commission, the
City Zoning Board of Appeals, the City Loan Committee and a Hospice
volunteer; and
WHEREAS, A faithful congregant of the Emmanuel Episcopal Church, Fred
Miers has held the titles of Warden and Treasurer, and participated on
the Vestry and on many committees; and
WHEREAS, When he is not volunteering his time and energy for a worthy
cause, Fred Miers enjoys staying active by playing golf and walking; and

WHEREAS, With him throughout have been his wife of 51 years, Sally
Millspaugh, and their son, Peter (Nicole), all of whom feel privileged
to be a part of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Fred Miers has displayed throughout
his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Fred Miers upon the occasion of his designation as recipient of
the Distinguished Citizen Award by the Boy Scouts of America on May 12,
2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Fred Miers.
