LEGISLATIVE RESOLUTION commending Superintendent William R. Lynch upon
the occasion of his retirement after 35 years of distinguished service
to the field of Education

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge individuals of remarkable integrity and character
whose endeavors have enhanced the quality of education in this great
State; and
WHEREAS, The result of many individual efforts, the excellence and the
success of the Fulton City School District is due in large part to the
efforts of Superintendent William R. Lynch; and
WHEREAS, This Legislative Body is justly proud to commend Superinten-
dent William R. Lynch upon the occasion of his retirement after 35 years
of distinguished service to the field of Education; this momentous occa-
sion will be celebrated with a Community Open House Reception in his
honor on Thursday, June 16, 2016, at the Fulton Junior High School Cafe-
teria, Fulton, New York; and
WHEREAS, For many years, William R. Lynch rendered faithful, conscien-
tious and valuable service as Superintendent of the Fulton City School
District; and
WHEREAS, William R. Lynch earned his Bachelor's degree from Saint
Bonaventure University, before earning both his Master's degree and
Certificate of Advance Study from the State University of New York at
Oswego; and
WHEREAS, William R. Lynch began his illustrious career as a School
Psychologist for the Fulton City School District in January of 1981;
three years later he went on to become the Chief School Psychologist for
the Batavia City School District; and
WHEREAS, Throughout his 35-year tenure, William R. Lynch served as
Assistant Director of Special Education for Oswego County BOCES from
1984 to 1992, as Principal of Granby Elementary School from 1992 to
1996, and as Executive Director of Instruction and Assessment for the
Fulton City School District from 1997 to 2005; and
WHEREAS, In his official acts, William R. Lynch was governed by a keen
sense of duty and always showed a unique grasp of human problems; and
WHEREAS, On July 1, 2005, William R. Lynch was promoted to Superinten-
dent of Schools, the esteemed position from which he will officially
retire on June 30, 2016, after 11 years of steadfast and unwavering
commitment to the Fulton City School District; and
WHEREAS, In his capacity as Superintendent, William R. Lynch served
with loyalty, honor and distinction, earning him the admiration, esteem
and affection of his colleagues; and
WHEREAS, Active within his community, William R. Lynch has served such
organizations as the New York State Council of School Superintendents,
the New York State Association of Small City School Districts, Oswego
County School Library System, Association for Supervision and Curriculum
Development, Syracuse University Study Council and the Fulton Rotary
Club; and
WHEREAS, In addition, he served on the Board of Directors for the
Cayuga Community College Foundation, Oswego County Chamber of Commerce,
and Oswego County Opportunities; and
WHEREAS, William R. Lynch has continually demonstrated an impressive
dedication, an unparalleled devotion and an unremitting enthusiasm for
the quality of the educational programs and opportunities offered at the
Fulton City School District for the benefit of its faculty and students,
as well as for the entire community; and

WHEREAS, In completing his service as Superintendent, William R. Lynch
leaves behind more than mere bricks and mortar; he leaves behind a lega-
cy to the residents of the Fulton community and to future generations of
its students; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Superintendent William R. Lynch upon the occasion of his retire-
ment after 35 years of distinguished service to the field of Education;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Superintendent William R. Lynch.
