LEGISLATIVE RESOLUTION honoring John B. Folmer upon the occasion of his
designation as recipient of the Distinguished Citizen Award by the Boy
Scouts of America on April 27, 2015

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor John
B. Folmer upon the occasion of his designation as recipient of the
Distinguished Citizen Award by the Boy Scouts of America, to be cele-
brated with a Dinner on Monday, April 27, 2015, at the Hathaway House,
Cincinnatus, New York; and
WHEREAS, John B. Folmer was born June 24, 1937, in Cortland, New York;
growing up in Homer, he was a member of Boy Scout Troop 98, where he
achieved the prestigious rank of Eagle Scout; and
WHEREAS, A 1955 graduate of Homer Central High School, John B. Folmer
went on to earn a degree from Dartmouth College in 1959; he received a
Juris Doctor from Syracuse University College of Law in 1962, and was
admitted to practice the same year; and
WHEREAS, After serving his country with distinction as a member of the
United States Army, John B. Folmer began to practice law on Wall Street
in New York City before returning to Cortland in 1966; and
WHEREAS, Throughout his illustrious career, John B. Folmer has served
in several capacities including, City Prosecutor for the City of Cort-
land, Estate Tax Attorney for Cortland County, Family Court Hearing
Examiner for Cortland and Tompkins Counties, and Assistant District
Attorney for Cortland County; and
WHEREAS, In addition, he has instructed Commercial Law classes for the
American Institute of Banking and Business Law and Paralegal Studies for
Tompkins Cortland Community College; and
WHEREAS, John B. Folmer currently serves as Town Attorney for the Town
of Cortlandville, the esteemed position he has held for more than two
decades; and
WHEREAS, A true asset to society, John B. Folmer's professional
memberships include his service as the President of the Cortland County
Bar Association, as well as the New York State Bar Association, where he
was a member of its House of Delegates and its Lawyer's Assistance
Committee; and
WHEREAS, Active within the community he so ably serves, John B. Folmer
was one of the founders of Cortland Workshop Incorporated, now the J.M.
Murray Center, and was a member and President of the Cortland Exchange
Club; he is presently a member of McGraw Lions Club and the Board of
Directors of Cortland Overhead Door Company, Inc.; and
WHEREAS, John B. Folmer has served as President of Boards of Cortland
Memorial Hospital, Cortland Rural Cemetery, and the McGraw Central
School Board of Education; he is a Past Exalted Ruler of Cortland Lodge
BPOE 748 and was a member of the Board of Directors of First National
Bank of Cortland; and
WHEREAS, For several years, John B. Folmer has been President of the
Board of Directors of Cortland Repertory Theater, where he has been
instrumental in the renovation and opening of the theater's downtown
location; and
WHEREAS, Furthermore, he enjoys his membership in the Cortland Old
Timers Band, and has been named a Life Member of the organization; John

B. Folmer is an Ordained Elder in the Presbyterian Church and is a
member of the Governing Board of Christ Community Church; and
WHEREAS, In addition to his wife, the late Carol Hay, with him
throughout have been their two children, Todd and Tiffany, as well as
two grandchildren, Carolyn and Spencer, all of whom feel privileged to
be a part of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which John B. Folmer has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor John B. Folmer upon the occasion of his designation as recipient
of the Distinguished Citizen Award by the Boy Scouts of America on April
27, 2015; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to John B. Folmer.
