LEGISLATIVE RESOLUTION honoring Investigator Joseph B. Maurer upon the
occasion of his designation as recipient of the Superintendent's Commen-
dation Award by the New York State Police

WHEREAS, The quality and sanctity of community life are cherished values
worthy of safeguarding, and this Legislative Body is moved to honor
those exemplary public servants who devote their lives to preserving and
protecting such values; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Investigator Joseph B. Maurer upon the occasion of his designation as a
recipient of the Superintendent's Commendation Award by the New York
State Police to be celebrated at the 39th Annual Awards Day Ceremony on
Monday, May 11, 2015, in Albany, New York; and
WHEREAS, Investigator Joseph B. Maurer has proudly served as a member
of the New York State Police since 2000, and is currently assigned to
the State Police Lowville Station, Troop D, and resides in Watertown,
New York; and
WHEREAS, In September of 2013, Investigator Joseph B. Maurer was
contacted by distraught parents concerned that their 15-year-old daugh-
ter was involved in inappropriate contact with a man online; and
WHEREAS, Acting swiftly, Investigator Joseph B. Maurer arrived at the
residence and interviewed the young woman who disclosed that she and
three other girls had performed in videos over Skype for a subject
believed to be a 16-year-old boy; and
WHEREAS, Investigator Joseph B. Maurer conducted a thorough investi-
gation, holding further interviews with the girls involved, as well as
their parents; all electronic devices were secured for analysis, and
subpoenas were requested from the Jefferson County District Attorney's
Office for internet and cellular records; and
WHEREAS, Following the discovery that the perpetrator might be operat-
ing outside of New York State, Investigator Joseph B. Maurer worked
closely with members of the Computer Crime Unit, and also requested
assistance from the Syracuse office of the FBI; and
WHEREAS, On April 29, 2014, members of the FBI executed a search
warrant at the home of a 41-year-old man in Marina, California; the
suspect admitted to posing as a teenage boy in order to solicit underage
girls; he pled guilty at trial to seven counts of child pornography; and
WHEREAS, The successful outcome of this case would not have been
possible without Investigator Joseph B. Maurer's sensitivity while
handling the victims and their families, as well as his sustained dedi-
cation and prudence in utilizing outside resources; and
WHEREAS, Through his exemplary efforts, Investigator Joseph B. Maurer
demonstrated his character and compassion for the welfare of others,
personifying the collective concern of public servants across the commu-
nity of the State of New York who respond when others are in need of
help; and
WHEREAS, It is the sense of this Legislative Body that those extraor-
dinary individuals who unselfishly devote their lives to the preserva-
tion of order and the protection of others are worthy and due full
praise for their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Investigator Joseph B. Maurer upon the occasion of his designation
as recipient of the Superintendent's Commendation Award by the New York
State Police; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Investigator Joseph B. Maurer.
