and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
the Village of Flower Hill upon the occasion of being designated as Tree
City USA by the New York State Department of Environmental Conservation
and the Arbor Day Foundation; and
WHEREAS, The Village of Flower Hill has achieved Tree City USA status
by meeting the four core standards of sound urban forestry management:
maintaining a tree board or department, having a community tree ordi-
nance, spending at least two dollars per capita on urban forestry, and
celebrating Arbor Day; and
WHEREAS, The Village of Flower Hill can be traced back to the early
18th Century when it consisted of several residences and other buildings
including a general store, a tavern, a blacksmith shop, a village well,
and a cemetery; and
WHEREAS, Flower Hill is densely planted with flowering cherry trees
and wild violets and even some apple trees which date to the days when
Flower Hill farmers sold the produce from their apple, pear, and peach
orchards; and
WHEREAS, Village Arborist Ann Frankel drafted a landscaping plan for
center island planting with drought resistant trees and shrubs to add
color in the spring and summer which would be a welcome addition to the
gateway to the village; and
WHEREAS, 3,400 Tree City USA communities serve as home to more than
135 million Americans; and
WHEREAS, It is the sense of this Legislative Body that those citizens
who enhance the well-being and vitality of their community and have
shown a long and sustained commitment to excellence certainly have
earned the recognition and applause of all the citizens of this great
Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend the Village of Flower Hill upon the occasion of being designated
as Tree City USA by the New York State Department of Environmental
