LEGISLATIVE RESOLUTION commemorating the dedication of a section on
Rutgers Slip between South and Cherry Streets on Manhattan's Lower East
Side co-named as Frank Modica Way in his honor on May 6, 2015

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, This Legislative Body is justly proud to commemorate the
dedication of a section on Rutgers Slip between South and Cherry Streets
on Manhattan's Lower East Side co-named as Frank Modica Way in his honor
on Wednesday, May 6, 2015; and
WHEREAS, Frank T. Modica, a long-standing advocate for the many
diverse communities of Manhattan's Lower East Side, died on September
25, 2013, at the age of 81; and
WHEREAS, A social worker by training, Frank T. Modica was a celebrated
leader in the settlement house movement and social services sector in
the Two Bridges and Lower East Side areas of Manhattan, and throughout
the City of New York; and
WHEREAS, From 1976 until 2010, Frank T. Modica served as Executive
Director of Hamilton-Madison House (HMH), a non-profit settlement house
dedicated to improving the quality of life for individuals and families;
and
WHEREAS, Under his luminous tenure, HMH grew to become one of the
nation's leading providers of Behavioral Health Services to Asian and
Asian-American communities; and
WHEREAS, Frank T. Modica also served on the boards of numerous local,
national, and international organizations including United Neighborhood
Centers of America, and the International Federation of Settlements and
Neighborhood Centers; and
WHEREAS, Furthermore, Frank T. Modica served as a Board Member and
Chairman of the Two Bridges Neighborhood Council, helping the organiza-
tion create permanent affordable housing for thousands of individuals
and families; and
WHEREAS, A true asset to society, Frank T. Modica believed wholeheart-
edly in making a difference by working tirelessly to improve the lives
of others; and
WHEREAS, It is the sense of this Legislative Body that the quality of
life of the citizens of the State of New York is greatly enriched by
individuals of remarkable integrity and character whose civic endeavors
have improved the lives of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the dedication of a section on Rutgers Slip between South
and Cherry Streets on Manhattan's Lower East Side co-named as Frank
Modica Way in his honor on Wednesday, May 6, 2015; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the family of Frank T. Modica, and the Two Bridges Neighbor-
hood Council.
