LEGISLATIVE RESOLUTION honoring Matthew Magrisi upon the occasion of his
designation as recipient of the 2015 Young Entrepreneur of the Year
Award by the United States Small Business Administration on May 11, 2015

WHEREAS, It is the custom of this Legislative Body to take note of and
publicly acknowledge individuals who have distinguished themselves
through their exemplary careers, accomplishments, and purposeful lives
of service to their community; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Matthew Magrisi upon the occasion of his designation as recipient of the
2015 Young Entrepreneur of the Year Award by the United States Small
Business Administration, celebrated at its Annual Awards Luncheon on
Monday, May 11, 2015, at the Double Tree Hotel, East Syracuse, New York;
and
WHEREAS, Every year since 1963, the President of the United States has
issued a proclamation announcing National Small Business Week, which
recognizes the critical contributions of America's entrepreneurs and
small business owners; and
WHEREAS, More than half of Americans either own or work for a small
business, and they create about two out of every three new jobs in the
United States each year; and
WHEREAS, The Small Business Administration (SBA) of Syracuse, New
York, selected Matthew Magrisi, President of ECO-Foam Insulators, Inc.
in Oswego, New York, as the winner of the 2015 Young Entrepreneur of the
Year Award; and
WHEREAS, This remarkable businessman was nominated by the Oswego Small
Business Development Center, and was chosen for this auspicious award
based upon his company's increase in sales and profits, and his demon-
strated long-term potential as a successful business owner; and
WHEREAS, A native of Oswego, New York, Matthew Magrisi is dedicated to
helping both home and business owners conserve energy; inspired by
construction expert Mike Holmes on his HGTV television show, he desired
to use spray foam insulation as an energy efficient product to make
homes better; and
WHEREAS, After graduating from the Oswego Small Business Development
Center's (SBDC) small business training class, Matthew Magrisi and his
wife Stephanie established ECO-Foam Insulators, Inc. in 2012; and
WHEREAS, With continued counseling from SBDC Senior Business Advisor
John Halleron, Matthew Magrisi accessed funding from a local development
agency to purchase equipment and obtained a line of credit for cash flow
management; today, this dynamic company offers more than environmental-
ly-friendly insulation products, including energy efficient windows,
doors and construction materials; and
WHEREAS, Currently in its fourth year in business, ECO-Foam Insula-
tors, Inc. employs a factory-trained staff with two full-time and two
part-time employees; and
WHEREAS, With him throughout has been his loving wife and business
partner, Stephanie, who feels privileged to be a part of his life and
rejoices in his achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Matthew Magrisi upon the occasion of his designation as recipient

of the 2015 Young Entrepreneur of the Year Award by the United States
Small Business Administration, and to wish him continued success in all
of his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Matthew Magrisi.
