LEGISLATIVE RESOLUTION honoring John K. Bartow, Jr. upon the occasion of
his retirement after many years of dedicated service to the people of
New York State
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens who would devote themselves to public
service, demonstrating great professionalism and diligence in providing
for the care and welfare of the residents of their communities and this
great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor John
K. Bartow, Jr. upon the occasion of his retirement after many years of
dedicated service to the people of New York State; and
WHEREAS, John K. Bartow, Jr. was born in Buffalo, New York, and raised
in several upstate New York communities; he earned advanced degrees in
Environmental Studies from the SUNY College of Environmental Science and
Forestry and Natural Resources Conservation from SUNY Morrisville; he
also holds a Master's degree in Urban and Regional Planning from SUNY
Albany; and
WHEREAS, On April 22, 2004, John K. Bartow, Jr. was appointed Execu-
tive Director of the New York State Tug Hill Commission where he
rendered professional, conscientious and valuable service to local
governments, organizations, and residents of this special, rural region
of northern New York State; and
WHEREAS, During his illustrious tenure, John K. Bartow, Jr. oversaw
the Tug Hill Commission's 40th Anniversary celebration, expanded attend-
ance at its annual local government conference, and worked closely with
the three state regional economic development councils which include
parts of the Tug Hill region; and
WHEREAS, Prior to joining the Tug Hill Commission, this esteemed man
faithfully served as the New York State Department of State's Director
of the Division of Local Government Services for eight years, and as the
New York Appalachian Region Program Manager for four years; he also
represented his department in the New York City Watershed Agreement,
Adirondack Park and the Northern Forest regions; and
WHEREAS, Furthermore, John K. Bartow, Jr. served as a Program Manager
in the Department's Division of Coastal Resources, and served for two
years in both the New York State Senate as a Research Analyst, and with
the St. Lawrence-Eastern Ontario Commission; and
WHEREAS, In his official acts, John K. Bartow, Jr. was governed by a
keen sense of duty and always showed a unique grasp of human problems;
he has earned the admiration, esteem and affection of his colleagues;
and
WHEREAS, John K. Bartow, Jr. has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; he has graciously served on a
number of governmental and non-governmental boards involved in communi-
ty, civic and cultural activities; and
WHEREAS, With him throughout have been his wife, Janet, their daugh-
ter, Jessmyn (Matthew), and his grandson, Charlie, all of whom feel
privileged to be a part of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which John K. Bartow, Jr. has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor John K. Bartow, Jr. upon the occasion of his retirement after many
years of dedicated service to citizens of New York State, and to wish
him all the best in his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to John K. Bartow, Jr.
