SENATE RESOLUTION establishing a plan setting forth an itemized list of
grantees for a certain appropriation for the 2015-16 state fiscal year
for services and expenses of military base retention and research
efforts, as required by such appropriation; and establishing a plan
setting forth a list of grantees for certain appropriations for the
2013-2014 and 2014-2015 state fiscal years for services and expenses of
military base retention and research efforts, as required by subdivision
5 of section 24 of the state finance law. These plans shall be subject
to the approval of the temporary president of the Senate and the direc-
tor of the budget and thereafter this resolution must be approved by a
majority vote of all members elected to the senate upon a roll call vote

RESOLVED, that pursuant to, and as required by, moneys appropriated
in section 1 of chapter 53 of the laws of 2015 that enacts the aid to
localities budget, to the New York state urban development corporation
under the economic development program from the general fund/local
assistance account for services and expenses of military base
retention and research efforts shall be allocated only pursuant to a
plan setting forth an itemized list of grantees with the amount to be
received by each, or the methodology for allocating such appropri-
ation. This plan, which shall be subject to the approval of the tempo-
rary president of the senate and the director of the budget and there-
after shall be approved by a majority vote of all members elected to
the senate upon a roll call vote, is to allocate such appropriation as
follows:
Fort Drum regional health care and planning coordinat500,000
Development Authority of the North Country ......... 100,000
Niagara Falls Air Reserve Base for a mercy flight pro100,000
RESOLVED, That pursuant to and as required by subdivision 5 of
section 24 of the state finance law, moneys appropriated in section 1
of chapter 53 of the laws of 2013 and reappropriated in section 1 of
chapter 53 of the laws of 2015 that enacts the aid to localities budg-
et, to the New York state urban development corporation under the
economic development program from the general fund/local assistance
account for services and expenses of military base retention efforts,
shall be apportioned pursuant to subdivision 5 of section 24 of the
state finance law, in accordance with the following schedule:
Niagara Falls Air Reserve Base for a mercy flight pro400,000
RESOLVED, That pursuant to and as required by subdivision 5 of
section 24 of the state finance law, moneys appropriated in section 1
of chapter 53 of the laws of 2014 and reappropriated in section 1 of
chapter 53 of the laws of 2015 that enacts the aid to localities budg-
et, to the New York state urban development corporation under the
economic development program from the general fund/local assistance
account for services and expenses of military base retention and
research efforts, shall be apportioned pursuant to subdivision 5 of
section 24 of the state finance law, in accordance with the following
schedule:
Griffis Air Force Base local development corpo-
ration for base redevelopment funds .............. 500,000
NUAIR Alliance for a data management system ........ 500,000
West Point for HVAC and other capital upgrades ..... 500,000
Plattsburgh Air Force Base for base redevelopment .. 500,000
