HONORING Lieutenant Karl Milligan upon the
occasion of his designation as recipient of the
Distinguished Member Award by the National Police
Defense Foundation on May 3, 2017

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who devote their life's work and
purpose to public service, contributing to the care and welfare of the
citizens of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Lieutenant Karl Milligan upon the occasion of his designation as
recipient of the Distinguished Member Award by the National Police
Defense Foundation, to be celebrated at its Annual Awards Dinner on
Wednesday, May 3, 2017, at Russo's on the Bay, Howard Beach, New York;
and

WHEREAS, Established in 1995, the National Police Defense Foundation
(NPDF) provides critical medical and legal support services to the law
enforcement community and its membership which now exceeds more than
205,000 members and supporters nationwide and in 12 foreign countries;
and

WHEREAS, A retired Police Lieutenant with the Prince George's County
(MD) Police Department, Karl Milligan served in the Intelligence
Division specializing in counter-terrorism where he successfully
infiltrated domestic terror groups while in an undercover capacity; and

WHEREAS, With more than 30 years of law enforcement experience, Karl
Milligan began his illustrious career as a patrol officer and was later
promoted to detective, sergeant, and lieutenant; and

WHEREAS, Karl Milligan was assigned to the FBI's Counter-Terrorism
Squad in Washington, DC for several years before serving as supervisor
of the ATF Violent Crime Group; and

WHEREAS, This esteemed man is currently owner and president of
Patriot Security Group, an international investigative and intelligence
firm based in the Washington, DC metro area; and

WHEREAS, As an Investigator for the National Police Defense
Foundation, Karl Milligan serves as its Delegate in Washington, DC; and

WHEREAS, After more than three decades in law enforcement, Karl
Milligan's credentials include, counter-terror lead officer at the
Washington Redskins stadium, threat group administrator for the
Presidential Inaugural Committee, surveillance detection specialist for
the USG, and a team member with the Weapons of Mass Destruction Strike
Force, among many others; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their

commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Karl Milligan, that future generations may know and appreciate his
admirable character, his many benevolent deeds, and the respect and
esteem in which he is held by his peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Lieutenant Karl Milligan upon the occasion of his designation as
recipient of the Distinguished Member Award by the National Police
Defense Foundation on May 3, 2017; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Lieutenant Karl Milligan.
