MOURNING the death of Frank E. McClelland, Jr.,
beloved veterinarian, distinguished citizen and
devoted member of his community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Frank E. McClelland, Jr. of Kenmore, New York, died on
Thursday, December 29, 2016, at the age of 98; and
WHEREAS, Frank E. McClelland, Jr. was born to the late Frank E. and
Emma Carpenter McClelland, Sr.; he was raised in Kenmore where he was
active in the YMCA, Boy Scouts and the Presbyterian Church; and
WHEREAS, A graduate of the New York State Veterinary College at
Cornell University, Frank E. McClelland, Jr. left his mark as President
of the local chapter of Theta XI Fraternity and as a member of their
Glee Club and Sage Chapel Choir; and
WHEREAS, Following in his father's footsteps, Frank E. McClelland,
Jr. joined the family practice, McClelland Veterinary Hospital, in
Buffalo, New York in 1940; and
WHEREAS, After being drafted in 1941, Frank E. McClelland, Jr.
married his lovely wife, Gerry, before he served his country as a
captain in the United States Army Veterinary Corps; and
WHEREAS, Frank E. McClelland, Jr. distinguished himself in his
profession and by his sincere dedication and substantial contribution to
the welfare of his community; and
WHEREAS, Upon his discharge, Frank E. McClelland, Jr. returned to
the family practice where he picked up where he left off, caring for and
treating the animals in his community; and
WHEREAS, Frank E. McClelland, Jr. was a pioneer in the x-ray therapy
of small animals and in cancer chemotherapy; with the help of his
brother, he won the American Veterinary Medical Practitioner of the Year
Award as a result of intensive survey of methods of immunizing dogs
against distemper; and
WHEREAS, Frank E. McClelland, Jr. was a dedicated member of numerous
organizations including the Veterinary Medical Association, the Niagara
Frontier Veterinary Society, the New York State Veterinary Medical
Society and the New York State Association of Professions; and
WHEREAS, In addition, Frank E. McClelland, Jr. served on the Board
of Directors and then Chairman of the Delaware Family YMCA, and was an
active member of the Sandy Beach Yacht Club, the Buffalo Rotary Club and
Erie Lodge F&AM as well as the Society for the Preservation of
Barbershop Quartet Singing in America (SPBSQSA); and
WHEREAS, For his over 35 years of dedicated service to his
community, Frank E. McClelland, Jr. was the recipient of the New York
State Distinguished Life Service Award; and
WHEREAS, Frank E. McClelland, Jr.'s commitment to excellence, and
his spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and
WHEREAS, Frank E. McClelland, Jr. is survived by his two sons,
Jeffrey F. McClelland and Mark E. McClelland, and one daughter, Marcia
Hubbard; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Frank E. McClelland, Jr. leaves behind a legacy which will
long endure the passage of time and will remain as a comforting memory
to all he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Frank E. McClelland, Jr., beloved veterinarian,
distinguished citizen and devoted member of his community; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Frank E. McClelland, Jr.
