MEMORIALIZING Governor Andrew M. Cuomo to proclaim
May 21-23, 2017, as the 82nd Annual 4-H Capital Days
in the State of New York

WHEREAS, In the course of the evolving development of this Empire
State, if the ingredients of shared concern and responsive endeavor
combine in the symmetry of a commitment to governance, there have
emerged among the facilities of the State of New York certain dates
which warrant commemoration; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, it is the sense of this Legislative Body to
memorialize Governor Andrew M. Cuomo to proclaim May 21-23, 2017, as the
82nd Annual 4-H Capital Days in the State of New York; and

WHEREAS, The event, which is coordinated by the New York State
Association of Cornell Cooperative Extension 4-H Youth Development
Educators, will involve approximately 100 participants representing
every county in New York State; and

WHEREAS, The objectives of 4-H Capital Days are: to achieve a better
understanding of the public policy process from a state government
perspective; to gain a better understanding of state-local government
relations; to provide an opportunity for delegates to meet and interact
with their legislators; to create an awareness of career opportunities
in New York State government; and to meet and exchange experiences with
delegates from other counties; and

WHEREAS, The rich history of 4-H Capital Days is recorded in the
Cooperative Extension's Archives with photographs of 4-H members with
past Governors; in the 1940s, a meal at the Governor's Mansion was part
of this event and a treasured memory for all those who attended; and

WHEREAS, The 4-H Capital Days Program is specifically designed to
allow for greater participation in the machinery of governance; this
program focuses upon the legislative process with an explanation of
procedures and methods; and

WHEREAS, Through their sustained interest in the method and process
of governance, the 2017 participants in the 82nd Annual 4-H Capital Days
program will so advance that spirit of united purpose and shared concern
which is the unalterable manifestation of our American experience; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to proclaim May 21-23, 2017, as the
82nd Annual 4-H Capital Days in the State of New York, fully confident
that this program is so clearly in accord with our shared commitment to
preserve and to enhance the legacy which is our American heritage; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Andrew M. Cuomo, Governor of the State of
New York.
